- The purpose of this amendment is to change the solicitation due date to June 25, 2024. ------------------------------------------------------------------------------------------------------------------------- The purpose of this ammendment is to correct a clerical mistake in the 1449 solicitation so that it matches the combined synopsis solicitation's description. The correction is to establish that this effort will be 100% small business set-aside. ""Solicitation Amendment - W50S9324QA0080001"" is uploaded into the attachments/links portion of this notice . ------------------------------------------------------------------------------------------------------------------------ This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures and FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term �BID� in this solicitation is used synonymously with the word �QUOTE�. Please see FAR 13.004-Legal effect of quotations. The Puerto Rico Air National Guard intends to acquire services for the sampling and analysis of Per and Polyfluorinated Alkyl Substances (PFAS) to identify any potential environmental contamination in drinking water and quantify the presence of PFAS. The Contractor will be responsible for providing all necessary supervision, personnel, labor, materials, equipment, and facilities per the terms, conditions, and specifications required to collect and test for potable water samples for PFAS in all three installations of the Puerto Rico Air National Guard (ANG): Muniz ANG (Carolina, P.R.), Punta Salina ANG Site (Toa Baja, P.R.), and Punta Borinquen Radar Site (Aguadilla, P.R.) and provide a report with findings and laboratory results. The contracted laboratory must follow 40 CFR requirements, USEPA Certification for Drinking Water, and maintain successful accreditation with NELAC and ISO 17025. 1. This requirement is a small business set-aside. The North American Industry Classification System (NAICS) Code is 541380 Testing Laboratories and Services and the Size Standard for Small Business is $19.0 Million. 1.� Period of Performance Period of Performance: 30 calendar days (1 month) Place of Performance:� Services are to be rendered on all three (3) military installations of the P.R Air National Guard: Muniz Air National Guard Base (Carolina, P.R.), Punta Salinas ANG Site (Toa Baja, P.R.), and Punta Borinquen Radar Site (Aguadilla, P.R.) formerly Ramey Radar Site. Site Visit An opportunity for interested bidders is available to visit proposed areas for sampling collection on all three installations.� An initial site visit is scheduled for June 13, 2024 at 10:00AM EST for Mu�iz Air National Guard Base, Carolina, P.R, Address: 200 Jose A. Santana Ave. Carolina, P.R�� 00979-1502. Subsequent dates will be set/announced after this first visit for the two other locations and publicized/updated in this notice.� Attendance is not mandatory but highly encouraged. Our agency is interested on conveying to interested bidders the level of effort this project entails. Due to security conditions, all offerors must register to attend this conference and site visit.� Email the following information for all attendees to Angel F. Award will be made to the vendor whose proposal/quote is conforming to the solicitation and is determined to be the lowest priced quote that conforms to all the government's technical requirements. Technical Acceptability, at a minimum, is defined as meeting all of the criteria in specifications.� Please read the enclosed Statement of Work thoroughly to learn about all the sought services considerations and points of interests and deliverables expected in order to receive payment. 1. Basis of award: Award will be made to the lowest priced quote that meets all the technical requirements specified in this solicitation and outlined in the PWS. The Government intends to award a contract without discussions with respective offerors. Proposal�s that fail to meet the government�s schedule and ALL technical requirements will be deemed technically unacceptable and disqualified from competition. The following factors will be used to evaluate offers: A) Price and B) Technical. Price, Lowest Evaluated Acceptable Quote that meets all Federal Government water testing compliance guidelines and certifications in Puerto Rico. Technical Acceptability: Technical acceptability will be based on the quotes compliance with the Solicitation and Performance Work Statement (PWS). Technical will be considered acceptable or unacceptable: Acceptable: Quote clearly meets the schedule and requirements of the solicitation. Unacceptable: The quote does not clearly meet the schedule and requirements of the solicitation.
