Description
The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) is seeking information regarding services for Online Training for 500-650 unique users as seen below.   This is a Request For Information (RFI) only and is limited to ten pages.  Do not submit a proposal or quote.  There is no obligation on the part of the Government to acquire any products or services described in this RFI.  Your response to this RFI will be treated only as information for the Government to consider.  You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI.  This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.  No funds have been authorized, appropriated, or received for this effort.  Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response.  The Government does not intend to pay for the information submitted in response to this RFI. Page limit (excluding PWS feedback) is 10 pages. If interested, please provide the following:  1.  A capabilities statement that addresses the description of the required services below. If additional information is required by VA to determine a contractor s capability to provide the full requirement and the economic feasibility of the information provided, additional information may be requested at a later date. Technical questions may be submitted as part of your response. A draft version of the requirement is attached to this RFI. Please direct all responses to David Gabrysiak, david.gabrysiak@va.gov and Debra Clayton, debra.clayton2@va.gov 2. Any Contract Vehicle of which you are a part that can be used to acquire your solution as well as the company business size and status for each vehicle as designated by the NAICS 541512 and/or 541519, Administrative Management and General Management Consulting Services, and the associated U.S. Small Business Administration size status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.)    3. Please provide the labor categories that you think will be required to perform the services described. Also include the labor category descriptions and estimated number of daily, monthly, and/or annual hours for each labor category.   4. Please describe your past performance in providing the type of services described. 5. If your company is a small business, please confirm that in the solution provided, your company will be performing at least 50% of the work in accordance with the set aside regulations. Reference Department of Veterans Affairs Acquisition Regulations clause 852.219-73, Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses. Description of required services: The online training shall provide access for 500-650 unique users (VA Staff) to include the following requirements: 12-month subscription license/access to the on-line IT learning site and content, which includes 24x7x365 online access from any location within the VA network or outside the VA network. An extensive library of technical coursework, labs, quizzes, examples and materials shall be available across a variety of technical, analytical and business intelligence topics including the catalog of Microsoft-sponsored training such SSAS, SSIS, MDX, DAX, SQL coding, and query tuning. Shall provide search capabilities, learning maps and paths to identify relevant materials and training. The ability to assess/test skills and pre- and post-course learning is required to ensure skills level and transfer. The ability to manage subscriptions, monitor usage, and assign coursework The technical training platforms/venues shall offer a variety of tools, software coding examples, Q&A, chat with other developers/trainers, training opportunities both in webinars and online classes. The on-line training shall provide multiple levels of course content for the topics covered, to include beginner, intermediate and expert level content or courses. Training courses shall include assessments which allow students to gauge their understanding of course content. Provide users unlimited access to view, listen, and/or print all classes, courses, content and forums Course content shall be available online to students in video, audio and written transcript formats. Customer service support shall be available online or via a toll free 800 number during normal business hours, defined as 8AM 5PM EST. The on-line training site shall include tools to allow individual students to identify and create learning paths in a user specified technology or topic area. The student shall have the capability to take multiple courses simultaneously and have the ability to switch between active courses and return to the course where they left off. The on-line training shall automatically capture courses completed for user records and shall be capable of providing certificates of completion which identify course name, user name, date completed, course length and number of Continuous Learning Points (CLP) earned. The on-line training shall provide a means for users to take notes, which shall be automatically linked via time-stamp for post reviewing of the course. The courses shall have the ability for accelerated replay, with audio, to allow students to quickly move through or review familiar content. The on-line training shall be accessible from a variety of user platforms, including Windows, Mac Operating System (OS), Linux, and mobile environments (iOS and Android) with no additional software required, beyond the existing web browser, for online access. The on-line training shall be available with closed captioning to meet Section 508 compliance. The on-line training shall include up-to-date training material on the latest versions of the latest products.
