Description
Pre-Solicitation Notice Title: Reconstruction of Trail of 100 Giants Boardwalk & Freeman Creek, Sequoia National Forest, California Site Visit No pre-solicitation site visit will be scheduled for this project. Interested vendors are encouraged to scout all haul routes to this project, consult local road condition reports, and review all California State hauling regulations and requirements. Project Location The Trail of 100 Giants recreation area is located on County Road 107 Western Divide Highway between the communities of Ponderosa and California Hot Springs on the Western Divide Ranger District of the Sequoia National Forest/Giant Sequoia National Monument.� From Porterville, follow State Highway 190 east through Springville and Camp Nelson to Quaking Aspen Campground, then south on County Road 107 through Ponderosa approximately 11 miles to Redwood Meadow Campground and the Trail of 100 Giants.� The project may also be reached from California Hot Springs by following County Road 50 Parker Pass Road east and north approximately 10 miles to County Road 107 and then north approximately 2.5 miles to the site. To reach the Freeman Creek Trail Bridge from Porterville, CA travel east on State Highway 190 approximately 40 miles through Springville and Camp Nelson; turn left on FS road 21S50 just prior to Quaking Aspen Campground.� Travel north on road 21S50 0.4 miles; turn right and follow the signs to the Freeman Creek trailhead.� The trail bridge site is 0.15 miles from the trailhead. Description of Work Furnish all labor, equipment, and material to accomplish the Work under the resulting contract at two (2) locations. Location 1: At Trail of 100 Giants, work includes construction of a 100� boardwalk with glued laminated beams in five (5) 20� spans on existing concrete abutments and piers to replace a structure that burned in the 2021 Windy fire. �The project is located at Trail of 100 Giants on Tulare County M-107 Western Divide highway. �Approximate elevation is 6200�.� Boardwalk coordinates are 35.97842N, 118.59648W. Work includes but is not limited to the following: Repair minor damage to concrete abutments and piers; Remove one (1) Undermined Abutment and Construct New Abutment 6' deep; Armor with 6 CY of Class 1 Riprap. Construct 100� boardwalk consisting of five (5) 20� spans. Location 2: At Freeman Creek Trail, work includes construction of a new 20� long by 6� wide timber trail bridge with glued laminated beams on existing abutments to replace a structure that burned in the 2020 Castle fire. �The project is located approximately 0.15 miles (805�) down the trail from the upper Freeman Creek Trailhead parking off FS road 21S50 North Road. �Approximate elevation is 7100�.� Trail bridge coordinates are 36.13188N, 118.53885W. �Work includes but is not limited the following: Minor vegetation trimming/clearing as needed for access and to complete the work (incidental) Minor site work to repair existing trail bridge abutments, concrete footings, and trail approaches; and shape trail approaches to new trail bridge elevation. Construction of 1� thick concrete pads on the existing footings to raise the bridge height by 1�. Construction of a 20� long timber trail bridge. Contract Time The estimated start work date is August 1, 2024. The anticipated project performance period for this contract is 90 days from the issuance of the Notice to Proceed. The contract time includes delays for weather; locating and transporting supplies and materials; and final site cleanup. � Anticipated schedule for solicitation, award, and start date of project is as follows: ����������� Solicitation Posted: June 24, 2024 ����������� Solicitation Closes: July 19, 2024 ����������� Award Date: July 25, 2024 ����������� Work Start Date: August 1, 2024 Magnitude Per FAR Part 36.204, the magnitude of the project is between $25,000.00 and $250,000.00. Set-Aside This requirement is being solicited as a Total Small Business set-aside, under North American Industry Classification System (NAICS) code 237310 Highway, Street, and Bridge Construction, with a Small Business Size Standard of $45M. The Forest Service intends to award one (1) Firm-Fixed-Price (FFP) contract resulting from this solicitation. All interested vendors must be registered in the System for Award Management (SAM) database at SAM.gov | Entity Registrations before award of the contract; failure to register in the SAM database may cause your firm to be ineligible for award and removed from consideration. Interested vendors must obtain complete solicitation package on SAM.gov; copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov and vendors will be solely responsible for viewing the solicitation posting in SAM.gov for amendments to the solicitation. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs.
