Description
RESPONSES TO REQUESTS FOR INFORMATION Question 1 Is the roof being replaced before this project is scheduled to start? Answer 1: Roof is not getting replaced prior to this project. Question 2 Is the roof replacement part of this project? Answer 2: Roof replacement is not in scope. Question 3 Can you please provide a full Hazardous Materials Survey for the items we are removing - NESHAP survey? Answer 3: See Lead Survey Summary Plan that was attached with Amendment 0002. Question 4 Is there any glazing on the glass of the windows to be removed? What is it made of? Answer 4: All windows are called to be removed and replaced. Glazing should match the conditions of the original windows. Question 5 The SOW states ""Building is to be gutted down to the existing studs."" Does this include all Mechanicals (wiring, plumbing, sprinkler system)? Answer 5: This does not include wiring, plumbing or sprinkler system. These items may need to be abated of any mold. Question 6 There is a wall with wire mesh/ metal studs in a large hole, is this wall to be taken down or just stripped? Answer 6: Just stripped. Question 7 Can the exterior cornice pieces be removed, abated off-site, and then re-installed? Answer 7: Yes, this is acceptable. Question 8 Is it expected to put the Modine heater back in service? Answer 8: Scope calls just for the investigation and repair of the steam leak so that if the system is on no mold will grow back. If the Modine heater is the cause of the steam leak, then it will be considered in scope. Question 9 Will steam be available to test for leak repairs of the steam line? Answer 9: Steam is currently active. Question 10 Will all the shelving be removed by the VA prior to work starting or is that part of the job? Answer 10: Items will be removed by the VA. Question 11 There is a lot of trash and old building maintenance materials in the building. Will all of this be removed by the VA before work is started? Answer 11: Items will be removed by the VA. Question 12 Are drawings of the building available? Answer 12: No drawings are available for B67. Question 13 Do they have scaled drawings (floor plans and elevations? Answer 13: The VA has no scale drawings. Dimensions to be field verified. Question 14 Is there a demolition plan to see what finishes need to be matched on the inside of areas being modified (windows, doors, etc.)? Some areas are lath only, some are lath & plaster, some are plywood, etc..). Need a clear definition of what is expected for interior patching at these areas. Answer 14: Windows are to match existing, including material. Interior walls and ceilings are not to be replaced, only abated, and removed. Doors are to be upgraded to fiberglass material, but to match the existing aesthetic. Question 15 Are we to replace the missing rake trim? Rake trim to be replaced. Answer 15: Rake trim as part of the roofing system is not included in scope to be replaced. Question 16 They are asking to remove the plywood covering the existing opening on the North side of the building. That plywood covers a window. Is the window being demolished prior to infill? Answer 16: All windows are to be replaced to match existing. Opening behind plywood to be infilled around new window to match existing conditions. Question 17 Where does the 1 x 7 transom window go? In the opening we are removing the plywood from? So we demo the window & infill and install new transom above? Answer 17: All windows are to be replaced to match existing. Opening behind plywood to be infilled around new window to match existing conditions. Question 18 The specifications include all types of glazing requirements (bullet-resistant/heat-resistant/coated/electrochromic coated/Plastic/Laminated/Security/Insulating/Fire-Rated).  Is this for the doors & windows?  This needs to be clarified.  Answer 18: Doors are to match existing aesthetic but are to be upgraded to fiberglass material. Windows are to be replaced to match existing conditions. Question 19 There is no specification for the windows (wood?  Vinyl? Double Hung?  Fixed?) Answer 19: Windows are to match existing conditions for historical accuracy. Question 20 Hardware for windows? Answer 20: To match existing for historical accuracy. Question 21 We need a door specification and related hardware schedule. Answer 21: Doors and hardware to match existing aesthetic. Question 22 Is the sprinkler system in the building active or abandoned in place? Answer 22: COR to confirm. Question 23 Does the sprinkler system need to be brought up to code and made functioning? Answer 23: Sprinkler system is not within scope. Question 24 Are we responsible for replacing any existing trim, decorative cornice molding, clapboard siding? Answer 24: Contractor is responsible to replace any existing trim, decorative cornice molding, or clapboard siding removed as part of this project. Question 25 In the scope of work, page 2-3, section 2.6 states: 2.6 Installation of all materials shall be done by a certified installers only; certification must be from all regulatory agencies as well as the manufacturer. All work under this contract is to be completed following all federal regulations and VA requirements for construction projects. This is to include site superintendent 30HR OSHA certifications, 10HR certification for all sub-contractors and the adherence to all local and federal building codes. Can you please elaborate on the statement that installation of all materials shall be done by a certified installer only. Does this mean the installers need to be certified to install the doors and windows by the manufacturer of such items? Do the painters need to be certified by the paint manufacture to apply the paint to the structure? This requirement seems excessive and takes away the ability for a general contractor to provide these services. Answer 25: Installers are to be certified as called out in the specifications. For example, specification 09 91 00 Painting does not call for any certification for painters, but specification 23 05 11 Common Work Results for HVAC calls for several certifications. Question 26 Pg 01 00 00 -6; Section I. #1- states the work to be outlined shall include, but not limited to: and it is blank, please provide the items that need to be included. Answer 26: Removal and abatement of all lead paint from interior flooring and exterior walls and trim, see specifications 02 83 33. 13 Lead-Based Paint Removal and Disposal. Lead paint on trim is to be scraped and fully removed, not encapsulated. Exterior walls may be encapsulated. Work includes disposal of all hazardous materials and final report from certified 3rd party stating that building is safe to reopen. Remove existing plywood covering 7 x 7 opening on North side of building. Install framing, sheet plywood, wooden clapboard siding and all other necessary materials to properly close the opening. New material installation to match the existing conditions on the interior and exterior of the building. Exterior walls and trim of building is to be prepped, primed, and repainted, reference specification 09 91 00 Painting for paint type. Exterior Wall and Trim Paint: Brand name or equal to: Sherwin Williams - SuperPaint Exterior Latex Satin to match existing color Brand name or equal to: Sherwin Williams A-100 Exterior Fast Dry Satin Blocking Alkyd Wood Primer Removal and abatement of all mold contaminated surfaces and fixtures from interior and exterior of building B67. Including removal and disposal of all hazardous materials and final report from certified 3rd party stating that building is safe to reopen. This includes fully removing all existing interior finishes including walls, ceiling, and fixtures. Building is to be gutted down to the existing studs. Investigation and repair of the steam leak issue that led to mold growth on interior and exterior of building. Note that existing steam system is cast iron. All pipe and fitting replacements to follow Cast Iron Operational Alert and specifications 23 22 13 Steam and Condensate Heating Piping. The demolition and replacement of the existing doors and windows. The window replacements are to match the existing. Doors should match existing aesthetic but be upgraded to fiberglass material. See below: Windows (9) total (8) 31 X 52 Wooden sash windows, 2 panes over 2 pane glass. (1) 1 X7 Wooden 8 pane transom window. Doors (2) total (1) 42 x84 wooden entry door with ½ glass, Door is smaller than the original opening. Please address this. (1)36 X84 4 panel wooden entry door Question 27 Pg 01 00 00-20; Will toilets be available for the workers onsite or will temporary toilets need to be onsite for the project? Answer 27: Temporary toilets will need to be provided by the contractor.
