Description
This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10 and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.302-1(d). The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) anticipates contracting without providing for full and open competition under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to provide requirements related to fielding the Second-Generation Upturned Exhaust Suppressor (UES-II) and associated Strakes on MH-60M aircraft. PSC 1680 � Miscellaneous Aircraft Accessories and Components. Sikorsky holds the intellectual proprietary and data rights to the required to produce the needed products and is not willing to sell those rights to another company. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition. Interested persons may identify their interest and capability to respond to the requirement, including how it will develop these products without substantial duplication of cost and schedule. The Government will consider all capability statements received within the closing date set in this sources sought. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� The North American Industrial Classification Code is 336413; the standard business size is 1,250 employees over the last 24 months. All interested, capable, and responsible sources that would like to respond to this sources sought are encouraged to provide a capabilities statement, not to exceed 10 pages that clearly identifies how the proposed Contractor will meet the Governments requirment without duplicaiton of costs or scheule.
