- � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �Notice of Intent to Sole Source This is a Notice of Intent to Sole Source award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, as the unique supplies and services are only available from one source and awarding to any other source would not fulfill the agency�s requirements, (a)(2)(iii)(A), Substantial duplication of cost to the Government that is not expected to be recovered through competition, and FAR 6.302-1(a)(2)(iii)(B), Unacceptable delays in fulfilling the agencies requirements. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of the responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to satisfy the requirement described. The U.S. Army Medical Research Acquisition Activity (USAMRAA) located at 808 Schrieder Street, Fort Detrick, MD on behalf of the Telemedicine & Advanced Technology Research Center (TATRC), intends to award a sole source firm fixed price contract to Knology Of Augusta, Inc to maintain services on an .org domain for conducting research specific activities.� At TATRC�s satellite office located at Fort Eisenhower, Georgia. This .org domain is used to maintain research data repository systems, software development services system and backup servers for continuity of operations (COOP) for the main TATRC office at Fort Detrick. For these services to operate on an .org domain, an external data line is required to allow these serves to connect to the internet outside of the .mil domain. The Contractor will provide external data line services to include: 100 MB (up speed and down speed) Ethernet data line and associated vendor provided equipment to allow cooper connection to Government owned router. Minimum of a /26 Public IP address space. 95% or greater quality of service. Access to contractor technical support Monday � Friday during normal business hours (8:00 AM ET � 5:00 PM ET). 24/7 Access to emergency service in the event of Ethernet data line outage. The vendor must demonstrate authorization from the Fort Eisenhower (e.g past performance, letter of approval from Ft Eisenhower Network Enterprise Center [NEC] etc.) installation to provide Ethernet data line services directly to the TATRC facilities at Fort Eisenhower. Successfully install the 100 MB data line which provides this level of service for both up speed and down speed via an underground connection. Maintain the 100 MB data line operations with consistent up speed and down speed for Army related missions. Provide technical support services as required and requested by the government points of contact (POCs). The applicable North American Industry Classification System (NAICS) code for this requirement is 51711 - Wired Telecommunications Carriers. The Product Service Code (PSC) is�DG11 - IT and Telecom - Network: Satellite Communications and Telecom Access Services. Any sources that believe they are eligible and capable of providing these services must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the services outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government.� If no written responses are received by the date listed below, the contract will be awarded without further remarks. This notice is provided solely as information to the marketplace. Responses should appear on company letterhead and includes affirmation of active registration in the System of Award Management (SAM), your qualifications and any other applicable data or information. Additionally, respondents should indicate whether they are a large business, small business, small, disadvantaged business, 8(a) concern, woman-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Your response to this Notice of Intent, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Jessee Chege, in either Microsoft Word or Portable Document Format (PDF), via email to Jessee.t.chege.civ@health.mil no later than 11:00 a.m. Eastern Daylight Savings Time on 28 June 2024 and reference this Notice ID number in the subject line of your e-mail and on all enclosed documents. All data received in response to this Notice of Intent that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Responses to this notice will be used to determine the availability of this type of product and/or service. All responsible sources may respond to this notice and all responses will be considered by the agency.
