Description
Modification 1 - June 19, 2024 This is a modification to the synopsis entitled Lunar Freezer System (LFS) 80JSC023LFS which was posted on September 29, 2023. You are notified that the following changes are made: Industry Day Annoucement and Update Secondary Point of Contact. To facilitate open communications with industry, the Johnson Space Center (JSC) plans to conduct an Industry Day for the Lunar Freezer System (LFS) Acquisition. The presentation for Industry Day will be held on Wednesday, July 17, 2024 via Microsoft Teams Meeting, at 10:00 a.m. Central Time. The Government will also provide one-on-one communication opportunities via Microsoft Team Meeting, on Wednesday through Thursday, July 17-18, 2024, from 1:00 p.m. � 5:50 p.m. Central Time or on Microsoft Teams. Participation for the one-on-one is limited to three (3) individuals from each company/team. One-on-one meetings will occur via Microsoft Teams and will not exceed 40 minutes. Email RSVP Please RSVP for the Industry Day event, and one-on-one meetings by No Later Than (NLT) Friday, July 12, 2024, 5:00 p.m. Central Time by sending an email to the following addresses: Jonathan Anzures � jonathan.anzures@nasa.gov Victoria Miller � victoria.n.miller@nasa.gov The email RSVP must include the following information: Company name, address, main Point of Contact information (name,phone number, email address), and System for Award Management (SAM) Unique Entity ID. An indication as to whether your company wishes to be added to the Interested Parties list, which will be publicly available after Industry Day on the LFS website. If a one-on-one meeting is desired, please indicate request and provide the names and position descriptions of the attendees (limited to three (3)),as well as contact information (name, phone number, email address). NOTE: E-mail request(s): Due to the potential volume of e-mail requests, as well as to distinguish the requests from all other e-mail, please annotate in the subject line indicating: �Lunar Freezer Systems (LFS): Industry Day Participation.� Due to the potential volume of one-on-one meeting requests, meetings will be reserved on a First Come, First Serve basis. A confirmation email will be sent to acknowledge your Industry Day participation, one-on-one meeting request with date, time, and location information, and further information. Appointment times will be contingent on the availability of each Director and/or Deputy Director, and Technical Leads (Division and/or Office Chiefs). However, we will attempt to schedule your meeting as quickly as possible to obviate unnecessary delays. For any questions submitted at Industry Day, the Government will officially respond to all questions by posting responses to SAM.gov and the LFS website after Industry Day. Note: Questions pertaining to the Industry Day content will be accepted via email through 5:00 p.m. Central Time Friday, July 19, 2024. Recording devices are prohibited. The due date for responses is not extended. Offerors are responsible for monitoring this site for the release of the solicitation and any amendments. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any). One-on-One Meetings The following topics may be discussed: The general purpose of the announced procurement; Any information about JSC that NASA has already made accessible to the public or is otherwise being made available to all potential offerors; Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement; Information that describes the federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and Procurement specific information already published such as information contained in the acquisition forecast, Statement of Work (SOW), and pre-solicitation synopses. Questions regarding the subjects below will not be discussed: Proprietary or confidential business information of incumbent contractor(s) or other business entities; Privacy Act protected information such as, incumbent contractor employees� personal data; Trade Secrets Act protected information; Speculation on what the Government might be looking for in proposals; Different technical and management approaches; Technical Efficiencies; Any particular Government Emphasis; and Incumbent�s performance. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the NASA/JSC to post a Capabilities Statement and Capabilities Questions (see attachments) to solicit responses from interested parties.� This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.� To support the Lunar Freezer System project development, the NASA Moon to Mars program is to solicit information regarding existing capabilities and concepts in support of the freezer development efforts.� NASA appreciates responses from all capable and qualified sources including, but not limited to, NASA Centers, universities, university affiliated research centers, federally-funded research and development centers, private or public companies, and government research laboratories. A key requirement in this project is that the technology under consideration must be at a technical readiness level (TRL) of 4 or greater to support the efficient project development and implementation of a new lunar freezer, with qualification unit delivery in approximately 3 years from authority to proceed (ATP). Please answer the questions addressed in the document titled, �Key Capabilities Questions�. Additional Information If your organization has the potential capacity to perform some or all contract services listed above, please provide the following information to the best of your ability. Partial responses are also accepted. Organization name, address, email address, Web site address, telephone number, CAGE code, and size and type (large, small, women owned�) of ownership for the organization, and the number of years in business. Discuss your company�s ability to perform each of the services listed above. If subcontracting or joint venture is anticipated in order to deliver technical capability, organizations should address the anticipated administrative and management structure of such arrangements (if this information is known at this time). Also address what elements of work would be performed by the prime or joint venture and which elements would be performed by subcontractors. If the Government issues a Request for Proposal (RFP), the government reserves the right to restrict the procurement to small businesses. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.� The Government may not respond to questions/concerns submitted.
