THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT� INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.� Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn:� Leslie Karsten) for receipt by close of business (2 p.m. local Denver time) on June 30, 2024:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm�s capability to bond for a single project of $20 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CO FLAP LAR 10(1) Horsetooth Res and Carter Lake project in which you performed �roadway excavation, placement of rip rap, placement of aggregate base, full depth reclamation, asphalt concrete pavement, minor concrete pavement, installation of culverts, manholes, concrete curb, concrete sidewalk, and permanent and temporary traffic control. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.� Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.� All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT NUMBER:� CO FLAP LAR 10(1) PROJECT NAME: �Horsetooth Res and Carter Lake PROJECT DESCRIPTION:� The project will rehabilitate and reconstruct various parking lots and access routes at the Horsetooth and Carter Lake Reservoirs in Larimer County, Colorado.� The reservoirs are federally owned by the United States Bureau of Reclamation (BOR) with areas that access to the facilities managed by Larimer County.� The project will improve vehicular and pedestrian access to the reservoirs while simultaneously improving safety at these locations which serve over one million visitors annually. SCOPE OF THE WORK:� The scope includes rehabilitation, reconstruction, minor widening, and new construction of parking lots and access roads.� Carter Lake Reservoir improvements include rehabilitation at the North Pines and Eagle Campground Parking Lots, reconstruction of the Big Thomson Parking Lot, new construction at the Quarry Overflow Parking Lot, and widening of County Road 31 for an auxiliary travel lane between the Big Thomson and Quarry Overflow Parking Lots.� The Horsetooth Reservoir improvements include rehabilitation of the Inlet Bay and South Bay Parking Lots and widening of County Road 38E to accommodate an additional turn lane into the South Bay Parking Lots.� The work at the sites specifically includes roadway excavation, obliteration, full depth reclamation, aggregate base and asphalt concrete pavement placement, concrete flatwork and curb and gutter, and signing and striping.� Drainage improvements such as culvert installation, channel stabilization, and water quality features are also included.� Due to the high recreational use of the facilities, vehicular, cyclist, and pedestrian access must be maintained during construction. ���� PRINCIPAL WORK ITEMS: 26,000 cubic yards of roadway excavation 23,000 cubic yards of waste 120 cubic yards of rip rap 26,000 tons of aggregate base 23,000 square yards of full depth reclamation 20,000 tons asphalt concrete pavement 1300 square yards minor concrete pavement 1,100 linear feet of pipe culverts (24� to 42�) with end sections 7 each manholes 4,000 linear feet curb concrete 600 square yards sidewalk concrete 23,000 square yards placing topsoil and seeding (hydraulic method) 75 each sign system 28 miles pavement markings 1 lump sum temporary traffic control ANTICIPATED SCHEDULE:� Advertisement � September 2024 Award � November 2024 Construction � April 2025 through November 2026 The estimated price range of the project work is between: $10 million and $20 million.� � � � � � � � MISCELLANEOUS:� The project is in a mountainous and high recreation use area where access to the reservoir amenities must be maintained during construction.� Limitations for closures will require strategic phasing and traffic control management. The work is occurring in a cultural and natural resource sensitive area.� Environmental and weather constraints may affect the construction schedule operations.
