Description
Request for Information (RFI) Regarding High-Capacity Workstation for Cryptographic Operations with Commercial National Security Algorithms (CNSA) Standards Compliance This Request for Information (RFI) is in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997) and is published to obtain information for use by the Air Force Lifecycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNC), Joint Base San Antonio Lackland AFB, Texas, for market research and planning purposes only. This RFI is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation; it is only intended for information or planning purposes. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of preparing submissions in response to this RFI and the government's use of such information. Submittals will not be returned to the sender. Respondents to this RFI may be requested to provide additional information/details based on their initial submittals. This RFI is being issued to identify potential solutions for a high-capacity workstation solution that accomplishes ingesting, decrypting, encrypting, cryptographically signing, and verifying cryptographic signatures of very large data files, notably software executables, in a secure and efficient manner. Our aim is to find a solution that aligns with specific cryptographic standards and requirements, notably the Commercial National Security Algorithm (CNSA) Suite 1.0 (Threshold: CNSA 1.0 and Objective: CNSA 2.0) objectives, focusing on key-based (rather than certificate-based) cryptographic operations. This RFI seeks to gather detailed information from industry about products or solutions that are ready for integration and can meet or exceed our outlined standards and requirements. The solution must offer the following capabilities: High-Capacity Data Ingestion: Efficient processing of very large data files, specifically software executables, without performance degradation. Compliance with CNSA Standards: All cryptographic operations must adhere to CNSA 1.0 threshold and CNSA 2.0 objectives, focusing on key-based mechanisms. Advanced Cryptographic Operations: Capable of decrypting/encrypting using different keying material, verifying cryptographic signatures, and digitally signing large data files using different key material. CNSSI No. 11 Compliance: Must meet National Information Assurance Partnership (NIAP), Cryptographic Module Validation Program (CMVP), and FIPS 140-3 standards. Please provide the following information by using the attached Excel spreadsheet: Column A. Technical specifications demonstrating the workstation's capability to handle large data files and perform the required cryptographic operations in compliance with CNSA standards and CNSSI No. 11 requirements. Column B. Evidence of NIAP, CMVP, and FIPS 140-3 compliance or certification. Column C. Examples of case studies detailing the solution's application in environments with stringent security requirements. Column D. Detailed pricing information (must include total dollar amount) and options for scalability. Column E. Available support and maintenance services. Column F. Additional Notes Column G. Vendor POC email Column H. Vendor POC phone Your submission should clearly articulate how your product or solution meets our specified criteria, alongside any supporting documentation or evidence. Vendors who submit information for review do so with the understanding that U.S. Government personnel, as well as their support contractors, will review their material and data. Respondents will not be contacted regarding their submission or information gathered as a result of this notice nor the outcome of the Government's review of the solicited information unless the Government desires further information. Submitted information will be retained by the Government and not returned to the vendor. Ensure information is marked and sent appropriately if the response is Controlled Unclassified Information (CUI). All interested, capable, and responsible sources that wish to respond to this RFI are required to electronically supply their responses on the attached Excel spreadsheet and send to org account aflcmc.cryptologic.transformation@us.af.mil by COB 12 July 2024. Please include the title High-Capacity Workstation for Cryptographic Operations with CNSA Standards Compliance in the Subject Line. Telephonic and mail-in responses will not be accepted.
