THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS NOTICE. This Sources Sought notice is issued solely for information and planning purposes and does not constitute the Government will contract for the items contained in this announcement. PURPOSE: The purpose of this notice is to conduct market research to find qualified vendors and to assist Network Contracting Office (NCO) 6 in determining if a future contract effort can be competitively awarded. The applicable North American Industrial Classification System (NAICS) code assigned to this effort is 334510 with the Small Business Size Standard of 1,250 employees. If the Government determines there are qualified vendors with this requirement, a solicitation will may be published and posted on the Contracting Opportunities website https://sam.gov/content/home . The Government will use this information solely to determine the appropriate acquisition strategy for this procurement. INTRODUCTION: The Richmond VA Medical Center/Healthcare System (RVAHCS) has a new requirement for Bedside Vitals Monitoring and associated hardware and software. This requirement is needed for the new Fredericksburg Health Care Center (HCC) activation. REQUIREMENTS: NOTE: The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can provide the following item(s) to the Fredericksburg HCC 11432 Patriot Highway Fredericksburg, VA 22408. Salient Characteristics: Philips MX750s Functions to be performed; A bedside patient monitor that clearly displays live vital signs and other relevant patient data. The monitor must be capable of sending data to both the electronic medical record (EMRs) as well as any patient data management systems (PDMs) Performance required; Must be compatible with Current Operating room EMR documentation system (PICIS). Must be capable of sending data to clinical information systems (Clinicomp, or equivalent) Must be capable of recording onto paper strips or electronic. Must be able to customize alarms. Must be able to transmit data to central monitoring stations (i.e., a nurse s station). Must be capable of recording: Blood Pressure (Invasive and Non-Invasive) Heart Rate Respiration Rate ECG Sp02 End Tidal CO2 Temperature Cardiac Output and Arrythmia monitoring Essential physical characteristics; Dimensions (if applicable) 19 full-color project capacitive (PCAP) touchscreen Screen must have a resolution of at least 1920 x 1080. The monitor must weigh no more than 22 lbs (with out accessories) Must be able to display up to 12 waveforms. Must be able to hold up to 8 different modules. Built-in handle for in-hospital transport Ambient light sensor automatically adjusts screen brightness to maintain readability in nearly any lighting environment. Must have built-in advanced clinical solutions to summarize and visualize clinical data. Philips PIC IX Functions to be performed: A central monitoring system that can receive, aggregate, process, display, and distribute physiologic waves, parameters, alarms, and events for multiple patients within a local area network. This system is comprised of a family of servers, central monitoring workstations, and network switches to connect the bedside monitors to the central viewing stations. Performance required: The system must have the ability to review, capture, and export diagnostic quality ECG monitoring. The system must be able to deliver rapid reliable interpretations of the ECG to determine real time cardiac signal abnormalities. The system must be able to integrate with the Electronic Health Record (EHR). The system must be able to show waves and physiological measurement information from bedside monitors within the local area network (LAN). Measurements include blood pressure, heart rate, respiration rate, ECG, Sp02, capnography, temperature, cardiac output, and arrythmia monitoring. The central monitoring stations must display patient alarms that have been detected by bedside monitors within the LAN.
