- Description
- The Federal Aviation Administration (FAA) has a requirement to provide and install a battery backup system at the MAST Site B facility in Punta Tuna in Maunabo, PT as found in the Statement of Work (SOW) attached. An award for this requirement is anticipated to be made to the offeror eligible for award with the lowest priced quote received on or before July 18, 2024 that can be determined fully responsive and responsible. SOLICITATION This is a competitive solicitation for a FIRM FIXED PRICE (FFP) contract. As such, any proposals received that take exception to the terms and conditions in this solicitation, proposes additional terms or conditions, or otherwise indicates within their proposal that their proposed pricing is not all inclusive of the FFP proposed, cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award. Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA. This solicitation has been 100% set-aside for Small Disadvantaged Business. SITE VISIT A site visit has been scheduled for July 10, 2024 at 1000 (10am) local time at the address below. Please contact the POC below by 7/9/24 if you wish to attend. A high clearance/4wd vehicle is required to reach this site as it is on a mountain top and the access road is very steep. This site visit is only to see the actual site and not for answering questions. Please mark all emails with solicitation no. 6973GH-24-00214. INSTRUCTIONS Full instructions for submitting an offer are found in Section L starting on page 42 of the solicitation document. Make sure to complete the following: (a) Completed SIR document with all pricing information in Section B and representation and certifications in Section K starting on page 32 marked with acceptable responses. Submit as a complete document. Do not excerpt and consolidate fill-in pages. (b) Brief Work Plan � � a. Identify major project milestones and estimated completion schedule in number of days after work begins. (c) Design Proposal of the Power Battery Backup System Provide a proposal for a design of the Power battery backup system, including specifications for batteries, inverters, chargers, and other necessary components to provide constant backup of uninterrupted power for a period of 24hr minimum based on 2kW/h load consumption and the following: � � a. Perform the installation at the site and the proper connection to the grid for charging the battery backup system. In accordance with National Electrical Code (NEC), and industry standards and manufacture guidelines. � � b. System must have the capacity to integrate solar system and generator. � � c. The output power of the system must be 110/240V. � � d. The installation should be inside the Conex, but if the specifications of the cabinet exceed the limited space, the battery cabinets should be installed at the east wall outside of the Conex. In case the installation should be outside, each battery cabinet should be secure for antitheft with a cage or secure bar with easy access to perform battery maintenance or replacement. � � e.�������� Descriptions and estimated quantities of materials (Will be evaluated for SOW/specification conformance and realism purposes, awardee will be expected to complete this project without later adjustment to proposed FFP)� (d) Completed Organizational Experience Questionnaire (OEQ) attached in Section J which demonstrates the following information: � � - Both projects are similar in scope and/or nature of work required for this project � � - All projects submitted must have been underway or completed within the last five years from the closing date of this SIR � � - Projects must be valued at or over $40,000.00 � � - All form blocks must be filled in to include Customer POC contact information. EVALUATION FACTORS Evaluation factors and basis for award are found in Section M on page 48 of the solicitation document. AWARD DECISION The FAA intends to award a contract to the lowest price offeror determined to be eligible for award. The FAA reserves the right to cancel this requirement at any time and without notice. OFFER DUE DATE All responses to this solicitation for quotes must be received by email to Stephen.n.branch@faa.gov on or before July 18, 2024 at 1600 (4:00 PM) Central Time.
