- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 and 13.106-1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The 177th Maintenance Group, 400 Langley Road, Egg Harbor Township, NJ NJANG has a requirement for various F-16 C, Block 30 Aircraft Covers as detailed in the General Information below. GENERAL INFORMATION Solicitation W50S8F-24-Q-A016 is issued as a Request for Quote (RFQ). This notice is issued under the Short of Award Authority - FAR 52.232-18 Availability of funds. Quotes shall be valid for 60 days from the date of solicitation closing. Please include expiration date in your quote. This solicitation incorporates provisions and clauses for commercial items IAW Federal Acquisition Regulation and its applicable supplements. This procurement is a total small business set-aside. The NAICS code for this requirement is 336413 � Other Aircraft Part and Auxiliary Equipment Manufacturing. The size standard is up to 1,250 employees. The contractor shall provide & deliver various F-16 C, Block 30 Aircraft Covers. The Aircraft Covers shall be in accordance with the attached Technical Requirements document and any supporting attachments. The intended contract vehicle will be a Firm-Fixed Price Contract. SUBMISSION AND EVALUATION OF QUOTES Quotes are due no later than the date and time as specified in www.SAM.gov to the attention of MSgt Tammy Hickerson at 177FW.Contracting.Org@us.af.mil. Emails sent to any other email will not be answered. It is the best interest of the offeror to ensure the quote submitted is received by the 177FW NJANG Contracting Office no later than the date and time specified in the solicitation. Quotes shall be emailed to: Email To: 177FW.Contracting.Org@us.af.mil Email Subject Line: W50S8F-24-Q-A016, F-16 C, Block 30 Aircraft Covers � Request for Quote The provision FAR 52.212-1, Instruction to Offerors, Commercial in its latest edition applies to the solicitation. In accordance with FAR 52.212-1(g); The Government intends to evaluate offers and award a contract without discussions with offerors. Quotes will be evaluated for conformance with the requirements of this solicitation and posted attachments. The government intends to award to the responsible offeror whose offer conforming to the solicitation will provide the Best Value to the Government in: 1. Meeting the Technical Requirements as detailed in Attachment 01 to the Solicitation. Contractors shall submit samples of similar work performed for this type of aircraft with the offers. 2. Delivery Time - Shorter Delivery Time shall be evaluated as more advantageous to the Government. 3. Price Streamlined Evaluation of Offers, in accordance with FAR 12.602; Evaluation of Quotations & Offers, FAR 13.106-2; and the Trade-Off Process, FAR 15.101 will be used by the Government to evaluate the offeror quotes. Technical Capability & Delivery Time will be approximately equal to Price. Offerors shall include a completed copy of the provision 52.212-3 Alt 1, Offeror Representations and Certifications-Commercial Items. FORMAL COMMUNICATION & OFFEROR EXPLANATIONS Submit all Requests for Information (RFI) in the format shown below by email to the Contracting Office. All questions must be submitted through the Contracting Office. All RFI must be received by the Government no later than 10 July 2024 by close of business. Solicitation RFI received after this date and time will not be answered. A record of the RFI asked at the site visit and via email will be posting on www.SAM.gov under this solicitation. The record will include RFI (on a non-attribution basis) and answers. Offerors are required to submit RFI early in the solicitation process via email using the following format. SOLICITATION AMENDMENTS Solicitation Amendments, if or when issued, will be posted to www.SAM.gov for electronic downloading on a SF30. This will be the only method of distributing Solicitation Amendments prior to the Solicitation close date. It is the offerors responsibility to check the website periodically for any amendments to the solicitation. The website is occasionally inaccessible due to various reasons beyond the control of this office. The offeror shall acknowledge all Amendments posted with this solicitation on the SF30 documentation. Offers received that do not acknowledge all Solicitation Amendments will be considered Non-Responsive and not eligible for Award. National Guard Protest Procedures (P): NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency�s Protest Decision Authority, but not both, in accordance with NG protest procedures. To be timely, the protests must be filed with the periods specified in FAR 33.103.
