This is a Request for Information (RFI), this is not a Request for Quotes (RFQ) or Request for Proposals (RFP). No formal solicitation document exists at this present time. This is not a solicitation announcement. The purpose of this Sources Sought notice NAICS 334290 Other Communications Equipment manufacturing PSC 6530 MISCELLANEOUS ALARM, SIGNAL, AND SECURITY DETECTION SYSTEMS is NAIC size standard of 800 employees for the Beckley VAMC. Responses to this Sources Sought notice will be utilized by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought notice, a solicitation announcement may or may not be published in FedBizOpps (FBO) or GSA ebuy. REQUESTED INFORMATION If you are interested and capable, and can provide the required supplies, please provide the requested information as indicated below: Responses to this Sources Sought notice shall also include: company name, address, point of contact, contract number, NAIC, Sam Uei number, and business size: Is this domestic or nondomestic (which) item priced on vendor s GSA/SEWP/FSS/NAC/SAC contract or is it open market? Provide non domestic equal product literature, user manual, manufacturer name, country of origin, manufacturer name, part list, model number, part numbers SOW/SALIENT CHARACTERISTICS: Scope: This is for patient elopement boundary care and patient safety to help mitigate/identify/alarm at risk of patients accessing stairwells, elevators and/or leaving patient care areas unless they are with an authorized staff member. This project is primarily equipment that is affixed to doors, hallways and the elevators, reusable armbands to establish electronic perimeters with indoor and outdoor key pad, indoor and outdoor controller, annunciator, LF antenna, repeaters, egress delay, gate electronic magnetized lock for 4 floors for 31 boundary areas. The other component is an durable reusable/programmable armband that each designed patient would wear that activates an alarm/warning when the armband and perimeter overlap. The Vendor shall perform to the standards in this contract. There will be no furnished property and services. The Vendor shall provide all personnel, equipment, warranty, shipping, supplies, site inspections, elevator connection, permits, plans, drawings, install, indoor key pad, reusable patient rfid armband, outdoor key pad, hardware, repeaters, remotes, reset switches, transmitters, prevailing wage labor, relays, annunciator, start up kits, training, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for a fully operational turnkey at risk patient elopement alarm system as defined in this SOW installed within 180 days. 1.2 Period of Performance This is a onetime product purchase and equipment installed with-in 180days after award. 1.3 Place of performance: Beckley VAMC 200 Veterans Ave Beckley WV 26301 1.4 Identification of Vendor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their vendor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by vendors are suitably marked as vendor products or that vendor participation is appropriately disclosed. Badges must be worn at all times. PART 2 TECHNICAL REQUIREMENTS Customer Requirements: VA facility electrician will mark each door, repeater, and wireless annunciator location required for electrical: 110v duplex outlet marking. Minium technical Requirement Salient Characteristics: Brand Securitas Model Wander Guard RFID System or Equal All line items Virginia. Must be compatible with existing nurse call system and wifi system. Must use RFID/bluetooth technology. Must establish electronic perimeter for patient safety in building 1 floor 1,3,4,and 6. Must immediately produce audible penetrating alarm warning sound. Must alarm exactly when bracelet crosses established perimeter boundary. Must include elevator control perimeter Floor 1,3,4, and 6 as applicable. Must include outside door in perimeter floor 1,3,4, and 6 as applicable. Must include inside doors perimeter of floor 1,3,4, and 6 as applicable. Must install all components within 180 days of contract award. Must include VA programmable starter kits for each patient bracelet. Vendor shall patch & paint any damage occurring during install or site visit. Vendor shall provide final drawing/design that meets local fire and safety codes based a on low-voltage code and regulations of West Virginia for VA facility Engineer to approve. Must have Fire written approval from local and state AHJs. Facility Engineering Technical Training: Technical training for overall maintenance and service of VA Beckley Engineering staff technical staff to include factory service training courses. Online or in person Annual Training shall include factory based training, on site, by national and local operations teams training, installation and in-servicing teams. Service and Operator Manuals: Vendor shall include: Electronic and hardcopy versions of both operators manual and technical service must include troubleshooting guides, necessary diagnostic software and equipment, schematic diagrams, and parts lists manuals for equipment purchased. DVD or web based training for both operator s manual and service if available. Online/On-Site User Training: Upon install of the equipment, qualified instructors must provide user training for staff on day, evening, and night shifts at times to be determined by the facility. Training must be offered 5 days a week for the first two weeks. The vendor shall provide one (2) copies of the operating manual to include schematics, installation, operation and maintenance and any other applicable manuals for system. Documentation shall be provided in English in hard copy and/or CD/DVD ROM if available. PART 3 INSPECTION AND ACCEPTANCE: The vendor is expected to comply with all required Federal, State and Local laws, licenses and regulations. It is the responsibility of the vendor to be in compliance and current with all applicable laws and licensing requirements. The government will inspect and accept goods and review vendor operational tests to ensure the equipment performs in accordance with the original equipment manufacturer (OEM) specifications. All beds will be accompanied with inspection verification document.
