- Sources Sought: Indian Health Service (IHS) GEO Jobe Software License Renewal Sources Sought Notice Number IHS-SS-24-06282024 MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR QUOTE, PROPOSAL OR SOLICITATION The Indian Health Service (IHS) is conducting market research to support the Division of Sanitation Facility Construction (DFSC) to identify potential capable sources of providing existing GIS platform license renewal to maintain applied security permissions. This is a Sources Sought notice to determine the availability of small businesses (inclusive of VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), and Indian Economic Enterprises (IEE) and Indian Small Business Economic Enterprises (ISBEE) capable of supplying the required solution and support services. This notice is for planning purposes only, and does not constitute an invitation for Bids, Request for Proposal or Request for Quotation or an indication the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. I. Background The Indian Health Service (IHS) mission is to raise the physical, mental, social, and spiritual health of American Indians and Alaska natives to the highest level.� This includes providing direct medical care and well as preventative health support through a variety of programs. GIS within IHS is still in its infancy.� The IHS through the Office of Environmental Health and Engineering (OEHE) has implemented a GIS program comprised of an on-premise GIS portal, software subscriptions, and various technical support contracts.� The GIS portal is shared with several other IHS programs to collect and share data.� GIS technology has become an essential component of IT services for the OEHE and other offices throughout the Agency including: Office of Public Health & Support (OPHS) Office of Information technology (OIT) Office of Clinical & Preventative Services (OCPS) Office of Resource Access and Partnerships (ORAP) In addition, the current GIS platform is used to support the publicly available Find Healthcare web application and several internal/external COVID-19 workflows and agency data collection and reporting requirements. The existing GIS platform is operational and supports basic needs and services but requires a license renewal to maintain applied security permissions for map services at the group level. The purpose of the proposed requirement is to renew and maintain existing software licenses. The existing subscription goes through September 30, 2024 and the effective start date for the annual subscription(s) purchased under this order shall be October 1, 2024. The anticipated applicable NAICS code for this acquisition is 513210 for Software Publisher.� Other relevant NAICS codes will be considered based upon the responses received. II. Capabilities Sought Software License Renewals Requirements Overview: The license below is required to support: Enhanced security and permissions software to be utilized within the existing IHS OEHE Portal for ArcGIS platform. Utility infrastructure and as-built data as it relates to the provision of sanitation facilities (water, sewer and solid waste). This national workflow relies on enhanced security measures applied to over 60 portal groups. ArcGIS administrators the ability to set controls and permissions to map services and portal groups to ensure users can only view and edits items they have permissions for. The critical workflows and applications which were established to support agency wide COVID-19 data collection and reporting. The Production and Development environment of the Portal for ArcGIS platform. Technical support inquiries to ensure proper installation and configuration. Access to new releases during the subscribed period. There may be the need to acquire additional license types and or quantities depending upon the needs of the government. It may be discovered that additional server capacity or architecture configurations require additional licenses. Capability Statements Responses to this sources sought shall unequivocally demonstrate the respondent's capabilities to provide the services above. At a minimum, responses shall include the following: 1. Cover Page: Business name and bio, UEI number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, IEE, or ISBEE), point of contact name, mailing address (if different from business address), phone number and email address. Provide this same information again if responding to provide a service offered by another firm. If your organization is an Indian Economic Enterprise (IEE), or Indian Small Business Economic Enterprise (ISBEE), please include a copy of the attached BI IEE Representation certification with your response. This form will not count towards the page limit above. 2. Relevant Past Performance information inclusive of date of services, description, dollar value, client name, client address, client contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of company (to include UEI number and size status) if not the respondent. 3. Descriptive literature, brochures, marketing material, etc. detailing the capabilities of the firm and their relevance to those sought (Section II) so that the Government may make a determination that the firm is potentially capable if a future solicitation is released. 4. Specific Information shall detail the respondent's ability to fulfill all capabilities required above V.
