- The NIST facility for carrying out protection-level beta dosimetry calibrations has been operational for several decades with a major upgrade of instrumentation and sources in 1998 (BSS2 system). The NIST extrapolation chamber (EC) that is used to perform calibrations in the NIST reference radiation fields is about 35-years old and should be replaced � doing so at the same time as a source replacement is good metrological practice, also providing redundancy in standards. This notice is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b) via FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516 Analytical Laboratory Instrument Manufacturing. � The purpose of this solicitation is to obtain one (1) B�hm Extrapolation Chamber to perform protection-level beta dosimetry calibrations. The currently utilized NIST extrapolation chamber (EC) is approximately 35 years old, necessitating its replacement to ensure the continuity of our calibration services. After thorough evaluation, it has been determined that an identical replacement from the original manufacturer, PTW North America Corporation, is essential for several reasons: 1. Compatibility and Continuity: An identical model ensures seamless integration with our existing calibration systems and processes. This is crucial for maintaining the integrity and accuracy of our calibration services. 2. Technical Specifications: The specified model from PTW, identified by T23392, uniquely meets our technical requirements with its entrance window thickness of 0.75 mg/cm�, collecting electrode of 3.00 cm diameter, guard ring 1.5 cm wide, and an adjustable depth of measuring volume from 0-10 mm. Additionally, it features two BNC sockets for signal and high voltage (HV) connections, including a storage case. These specifications are critical for our specific calibration needs and are not readily available in alternative products. NIST conducted market research from September 2023 to May 2024 by internet searches, discussions with sources, attending conferences, and sources sought posting. Sources sought NB682020-24-02407 was posted from June 18, 2024 to June 26, 2024 with no responses. The results of that market research revealed that only PTW North America Corporation; 6 Mars CT STE 5,Boonton, NJ 07005-9309; UEI: X5KRJPRM38U7 appears to be capable of meeting NIST�s requirements. However, any sources that believe they are capable of meeting NIST�s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST�s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.
