- NOTICE OF INTENT � Bridge Action For: Contract FA489018C0003, Combat Air Forces Cockpit/Crew Resource Management (CAF/CRM) This Sources Sought/Notice of Intent is being published to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement PGI 206.302-1, which states, �when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303.� THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. ACC Acquisition Management & Integration Center (AMIC) intends to award a two-month, sole source bridge contract action to Crew Training International (CTI), Inc., 9198 Crestwyn Hills, Dr. Memphis, TN 38125, under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and no other services will satisfy agency requirements. The bridge action is for continuity of services to support the current Combat Air Forces (CAF) Cockpit/Crew Resource Management courseware development and training contract. The follow-on contract is pending award. The period of performance for the bridge action will be 1 Aug 2024 � 30 Sep 2024. The two-month extension will be split into a one-month base period and the other month as an option. Anticipated date of award for the bridge action is NLT 31 Jul 2024. The current contract was solicited as a commercial, Firm Fixed Priced, 100% �set aside for Small Business (SB) and awarded to Crew Training International, Inc. under the PSC code of U0009 (Education/Training) and NAICS 611512 (Flight Training). Current contract support includes, but is not limited to the following: furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to perform and support the Cockpit/Crew Resource Management courseware development and training implementation for the Combat Air Forces (CAF) and other types of USAF Mission Design Series (MDS) aircraft. Primarily, the contract provides academic training to aircrews at the FTU and operational units; design, develop, and instruct three different types of CRM courses (Basic Qualified Course, Requalification or Transition Course, Continuation Training), each course is developed and taught for a specific MDS and its associated audience; and in addition to the classroom taught CRM training the contractor provides the Government required courseware/training materials for the active duty and Reserve of the USAF, Government employee and contractor instructors. MAJCOMs supported by this effort are ACC, PACAF, AETC, AFGSC and AFRC. CRM training is primarily being provided to USAF aircrews but may also include aircrews from other military services and foreign governments. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Interested parties are requested to submit their response to this RFI and/or capability package NLT 8 Jul 2024, 4:00 pm eastern time to the POCs listed at the end of this notice. The package shall include management, technical data and key business abilities, in sufficient detail and convincing evidence that clearly demonstrates the capability to provide the required services for the locations identified above. Please ensure to include the name of the point of contact, email address, and telephone number should the Government have any questions regarding individual responses. The Government will provide an email confirmation of response. Offerors are advised that foreign participation is not permitted. Capability statements shall not exceed five (5) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as affirmative response. A determination by the Government not to open the requirement for competition based upon the responses to this notice is solely within the discretion of the Government.
