Description
Please see attached combined solicitation synopsis for all the details. NUR Lone Mountain Fence Replacement (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03. (iv) This procurement is set aside for Small Business. The NAICS code is 115310 and the Small Business Size Standard is $11.5 Million. General Information 1.0 Background and Purpose The purpose of this performance-based service contract is to obtain installation and repair services at the Lone Mountain Tree Improvement Area (TIA) for the replacement of existing wooden posts with metal posts along the perimeter and replace damaged sections in the existing fence. The objective is to maintain the administrative site�s restricted access and protect high value genetic material from animal damage and trespassing. Lone Mountain TIA contains four genetic test plantations, three blister rust resistant white pine seed orchards, and blister rust inoculation beds. These are all actively maintained for the Region 1 Genetic Resource Program and support regional reforestation efforts. The service site is approximately 7 miles north of Rathdrum, Idaho on West Seasons Road off on State Highway 41. This administrative site is a part of the Idaho Panhandle National Forest. The site is fenced, and access is through a locked gate. The terrain is flat with little to no elevation change. The Lone Mountain TIA is approximately 190 acres. The site was established in 1970, and the fence installed in 1972. The existing perimeter fence is approximately 2.11 miles long (11,120 linear ft) and was installed using 12� long 6� diameter treated wood fence posts with 12 gauge fixed knot wire fencing. There are approximately 556 posts that will need to be replaced. Posts are 10� apart and two pieces of 4� fencing are stacked to create an 8� tall fence. Fencing is supported by a high tensile smooth wire stapled to the top of each post. The existing metal fencing is in good condition except in isolated sections where trees have fallen over it during wind events and where trespassing has occurred. 2.0 Definitions TIA- Tree Improvement Area Quality Control. Those actions taken by a Contractor to control the production of outputs to ensure that they conform to the contract requirements. The methods for inspecting for quality control are described in the Contractor�s Quality Control Plan (QCP). Contracting officer�s representative (COR) means an individual, including a contracting officer�s technical representative (COTR), designated and authorized in writing by the contracting officer to perform specific technical or administrative functions. Contracting Officer - A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. 3.0 Technical Requirements / Tasks � Only the contractor and their employees will be permitted in the designated work areas. � The Contractor must adhere to all fire requirements when operating equipment during burn bans and all active levels of Hoot Owl Fire Restrictions, and the contractor must have a water tank on-site during burn bans. � No warming or cooking fires will be permitted anywhere on the work site. � The Contractor shall remove all ruts created along access roads and ensure no damage to trees while operating equipment near orchards and genetic tests. � The contractor shall adhere to the specified access marked on the map and shall not drive over any existing irrigation pipes. � All deliveries/services shall be performed during working hours (6:00AM-5:30PM PST, Monday through Friday), excluding Federal Holidays unless specifically approved. � Vehicles used will be clean and free of debris before traveling to the worksite. Task 3.1 Replace existing wooden posts � Replace existing wooden posts with metal posts. � All treated wooden posts shall be replaced with metal posts by November 15th, 2024. � Replacement includes any in-line bracing, corner bracing, and line posts. � All replacement posts must be sturdy to withstand environmental conditions, and must be set properly. � Wooden posts shall be left along the perimeter. � Do not damage any genetic test trees or orchard trees while operating equipment. Task 3.2 Reinstall and repair existing fence � Reconnect and repair existing fixed knot metal fencing and guidewire to metal posts. � All perimeter fencing shall be reattached to metal posts by November 15th, 2024. � Fencing shall be reattached so that no gaps or holes are present, and fence is taught. � Damaged portions of the fence shall be replaced with the same gauge and style as the existing fence. � Damaged portions of fence that are replaced shall be properly disposed of off from Government property. � Do not damage any genetic test trees or orchard trees while operating equipment.
