Description
AMENDMENT 0001 reschedules the site visit to Wednesday, July 17, 2024 at 1:00pm Eastern time. In addition, the question due date has been extended to Friday, July 19�at�4:00pm Eastern time.�THE PROPOSAL DUE DATE HAS BEEN EXTENDED TO FRIDAY, AUGUST 2, AT 4:00PM EASTERN TIME.�Please see the attached Amendment for additional information. Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 9531BM24R0015. This solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. This requirement is issued under full and open competition. The associated NAICS code is 334310 �Audio and Video Equipment Manufacturing�.� Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation � railroad, highway, marine and pipeline � and issuing safety recommendations aimed at preventing future accidents. The NTSB, as part of its mission, organizes board meetings, hearings, forums, and roundtables. These events involve discussions led by the NTSB Chair and four additional Board members, with up to 35 Subject Matter Experts. These events take place at the NTSB Conference Center in Washington, DC and occasionally at various locations across the United States. Description of Requirement The NTSB has a requirement for a Contractor to design, install, and operate a Mobile Audiovisual Event Production System, in accordance with Section C � Statement of Work of the Request for Proposals (RFP). Beyond system design and installation, the Contractor�s responsibilities shall include equipment assembly and disassembly, shipping (when necessary), setup, and operation of the mobile system as required. The Contractor shall also perform professional event production services, including, but not limited to: technical director, audio engineer, video engineer, and strike/setup technician. The Government contemplates the award of one (1) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with individually funded task orders resulting from this solicitation. The anticipated period of performance of the IDIQ contract includes one (1) base year plus four (4) one-year option periods. The total period of performance shall not exceed five (5) years. Basis for Award Award will be made to the contractor whose proposal conforms to the RFP, will be most advantageous to the government, price and non-price factors considered, such that it provides the best value to the government.� Best value is defined as the procurement process that results in the most advantageous acquisition decision for the government arrived at through an integrated assessment and trade-off analysis between price and non-price factors. See Sections L & M of the RFP for Instructions to Offerors and Evaluation Factors for Award. All responsible sources may submit a capability statement or proposal, which shall be considered by the NTSB. Submission of Proposals Your proposal must be received no later than 5:00 p.m., Eastern Daylight Time (EDT), on Wednesday, July 24, 2024. LATE PROPOSALS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1, Instructions to Offerors - Commercial Items. Offers may be transmitted via email to: Kate Campbell National Transportation Safety Board Office of the Chief Financial Officer, Acquisition Division (CFO-30) Email: kate.campbell@ntsb.gov� The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB). Therefore, the Contractor may choose to send their proposal in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their proposals to ensure proposals remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your proposal at the email address of the contact specified above by the proposal due date. Site Visit A site visit will be held at the NTSB HQ on Wednesday, July 10, 2024, at 10:00am Eastern time. The purpose of the site visit is to provide interested parties with an opportunity to visually inspect the NTSB�s Boardroom and Conference Center in order to provide proposal pricing in response to the RFP. Attendance at the site visit is not mandatory/necessary in order to submit a proposal.� If you plan to attend a site visit session, please provide advance notice to Kate Campbell at kate.campbell@ntsb.gov and Matt Hazlinsky at matt.hazlinsky@ntsb.gov. Amendments to the combined synopsis/solicitation shall be publicized in the same manner as the initial synopsis/solicitation. All Contractors are cautioned that it is your responsibility to frequently check back to the website to ensure that you have received all issued amendments.
