STATEMENT OF WORK DHS/FEMA/OEA LANGUAGE SUPPORT SERVICES SEVERE STORMS, STRAIGHT-LINE WINDS, TORNADOES AND FLOODING IN THE STATE OF OKLAHOMA (DR4791-OK) GENERAL DESCRIPTION The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of External Affairs (OEA) would like to solicit the services of a contractor to provide Spoken Language Interpretation Services for all its components (Disaster Operations, International- Intergovernmental-Congressional and Public Affairs, Private Sector and Resource Management) and ALL FEMA Operations to include joint efforts with other FEMA Directorates, Programs and Offices, Federal, State, Local, Tribal and Territorial partners, international and domestic organizations, voluntary/ community/faith based, profit/non-profit and private organizations in support of response and recovery operations for the DR-4791-OK Severe Storms, Straight-Line Winds, Tornadoes and Flooding in the State of Oklahoma. BACKGROUND Sec. 689e of the Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA), signed into law on October 4, 2006, amends the Stafford Act to require FEMA to work with state and local governments to identify population groups with limited English proficiency and consider them when planning for emergencies or major disasters particularly in support of the preparedness communications core mission. Furthermore, Sec. 689e of the Post-Katrina Reform Act requires FEMA to ensure that information for all individuals affected by emergencies and major disasters are available in formats that can be understood by persons with limited English proficiency. SCOPE OF WORK In an effort to provide equal access to critical information to individuals with Limited English Proficiency for DR-4791-OK Severe Storms, Straight-Line Winds, Tornadoes and Flooding in the State of Oklahoma response and recovery operations, the Office of External Affairs and its components, are looking for contractor(s) that can provide professional services for all tasks below and as the need arises under the period of performance. Please refer to table 3.1 for additional information. All services within Functional Category 1: Foreign Language Translation, Transcription Translation/Captioning Services; 508 compliance and Desktop Publishing. This is procurement is Low Risk without Information System Access Language Assessment FEMA conducted a language assessment using the U.S. Census Bureau data and found that there is a need for the following: Category A: English to Spanish and French Category B: Arabic, Chinese, (Mandarin), Traditional Chinese (Cantonese), Vietnamese Category C: Any other language identified and deemed necessary and listed or not under the Post Katrina Emergency Management Act (no minimum word amount per task) Office of External Affairs Language Support Services Written Translations Tasks and Trurnaround See ATTACHMENT Additional languages need will be evaluated as the operations evolves. In addition, state officials and External Affairs Officers assigned to the operation corroborated the language limitations among the disaster survivor population impacted. 3.1 Tasks and Turnaround Times: The selected vendor shall comply with the conditions set and agreed under Language Services II BPA Terms and Conditions. The Contractor shall be able to receive, confirm and process requests 24 hours per day, 7 days per week, and 365 days per year (inclusive of weekends and holidays). The translation tasks shall be invoiced/paid based on the number/amount of words/number or minutes tasked, without a pre-set minimum. The contractor must respond to all inquiries from the contracting officer representative within 2 hours. Additionally, contractors are required to check and proofread translated products before issuing them to the government. Over the course of this contract, the Contractor will provide translation services for all services provided through the Field Operations Directorates (FOD) in response to DR-4791-OK Severe Storms, Straight-Line Winds, Tornadoes and Flooding in the State of Oklahoma. It is not anticipated that the Contractor will be retaining, inputting, or storing any PII. Place of Performance The place of performance will be remote, conducted via telephone for interpretations, at locations designated by the contractor for their employees. Under this task order, contractor staff is not expected to be physically present at any FEMA location. Period of Performance The Period of Performance (PoP) for this contract is for a period of 180 days starting one day after the award with (2) 90-day option periods.
