- The Department of Veterans Affairs (VA) intends to award a sole source purchase order to V3 Gate, LLC, 555 Middle Creek Parkway, Suite 120, Colorado Springs, CO 80921-3798 for Authentic8 Silo Licenses for the Office of Operations and National Security Services (ONSS), Central Office of Operations, Security and Preparedness (OSP), Office of Emergency Management and Resilience (OEMR). This requirement will support national security mission in conducting activities to detect, deter, and neutralize activities conducted for or on behalf of threat actors. By virtue of this mission, ONSS regularly conducts research and analysis to make recommendations to decision-makers on protecting VA equities from adversarial threats. Such analytical research capability is done through open-source intelligence which includes the ingest of publicly available information attributed to emerging content that may impair the biomedical, health, cybersecurity, and government sector. This type of research requires common analytical tools that allows for browsing the internet with limited impact on the VA network. Authentic8 Silo provides such ability through its managed attributed capability. Managed attribution operates within a virtual cloud network that separates the U.S. government (USG) network from cyber signatures or patterns that can alert or inform the respective element being researched about USG interest. VA requires a contactor to provide a complete commercial-off-the-shelf (COTS), web-based managed attribution solution that can be used to mitigate interest in an element of interest. Such capability will enhance and professionalize the ONSS mission and streamline best practices used by interagency partners with similar challenges, threats, and structure. This proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5 entitled, Authorized or required by statute and in accordance with VAAR 819.7007 entitled, Sole source awards to service-disabled Veteran owned small business concerns . The applicable statute is Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC ยง 8127(c). This is a ""Notice of Intent"" and not a request for competitive proposals or quotes. Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 10:00 AM EDT on July 16, 2024. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
