Pre-Solicitation This is a Pre-Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR A QUOTE (RFQ). VENDORS SHOULD NOT SUBMIT FORMAL QUOTES UNTIL THE RFQ IS POSTED ON THIS WEBSITE. This notice is not to be construed as a commitment by the Government nor will the Government pay for the information resulting from this posting. The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN 8), James A. Haley Veterans Hospital (JAHVH), Tampa, FL, intends to issue a Request for Quote (RFQ), brand name or equal to Krames on Demand patient education subscription. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 513130 Book Publishers with 750 employees. An authorization letter from the Original Equipment Manufacturer (OEM) is required. See below specifications: 1. Database accessible to all clinicians which provides direct patient care. 2. The database must comprise of over 4,000 health information sheets, and medication information, be internet-based and be able to incorporate into the CPRS toolbar and the facilities internet home page. 3. Authoritative, comprehensive patient education package deemed essential to JAHVH Veterans and family members. PHYSICAL CHARACTERISTICS: Software/database must have these characteristics to enable the government to provide health education to Veterans/family members: Consistent content formatting Ability to print products at point-of-care  Wide selection of topics (eg. over 3,000) patient education titles and medication handouts in English and Spanish and preferably in other languages, too.   Addresses care through the life-cycle (late teens to elderly) Culturally sensitive Discharge instruction preparation topics Ability to personalize for the patient and the facility; add JAHVH logo; modify instructional sheets (eg., time frames for instructions) Widely accessible reading level (5th to 8th-grade reading level) and incorporate other literacy factors using proven health literacy methodology to develop content. 508 compliant Ability to adjust font size for print-out Prefer a single topic per sheet 1 or more graphics per page; prefer 50/50 white space; illustrations must support the content conveyed to help improve the effectiveness of the materials Easy to access and utilize features from the main page. Users to view the information personalize, add notes, print, and add to folders from the same page. Ability to group frequently-used sheets in sub-folders Printable in color, black & white, or grayscale without losing quality or detail View and toggle between English and Spanish versions on the same screen Easily searched by topic; medications by name, indication, or by classification. 24/7 Help Desk for account manager technical support. Easily accessible sales representation for staff training purposes and other questions. Meet Joint Commission requirements for Patient Education Ability to network throughout corporate Tampa (hospital and clinics) Compatible with JAHVH operating system Provides health information that has been vetted by VA subject matter experts for accuracy and conformity with VA clinical guidelines and protocols Multiple simultaneous users from any web-enabled computer Has the ability for JAHVH administrators to add local content to the database Easily accessible from the CPRS toolbar for all staff Internet based and IP authenticated from a JAHVH network computer IP authentication via networked hospital computers Allows users to store heavily-used sheets in folders for easy access Covers multiple medical conditions The closing date for this Pre-solicitation is 07/03/2024. The actual Solicitation #36C24824Q1233 is anticipated to be posted to the SAM.gov website on or about 7/10/2024, closing date of 07/15/2024 @10am EST. Quoters should continue to monitor SAM.gov for the RFQ and any subsequent Amendments to that RFQ.
