SOURCES SOUGHT: The Communications and Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) seeks a Firm Fixed Price (FFP) contract for Geographic Information Systems (GIS) User and Enterprises licenses. GIS requirements are for. ArcGIS Enterprise GIS Professional Advanced User Type Annual Licenses and ArcGIS Enterprise Standard Up to Four Cores Annual Licenses to support the country of Jordan Royal Jordanian Air Force (RJAF) Intelligence, Surveillance, and Reconnaissance (ISR) Enhancement (ArcGIS) Licenses for Foreign Military Sales (FMS) case DT-B-WHM Jordan ISR Enhancement. The word Government in this document refers to the United States Government. The word Country in this document refers to the FMS Customer(s). INTRODUCTION The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the Communications-Electronics Command Security Assistance Management directorate (CECOM SAMD) is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, and industry technologies available to support/fulfill Foreign Military Sales (FMS) requirements for GIS software annual licenses for the Jordanian Royal Air Force ISR. �ArcGIS Enterprise GIS Professional Advanced User Type Annual Licenses and ArcGIS Enterprise Standard up to Four Cores Annual License are geographic information systems (GIS) software applications which produce cartographic data visualization; advanced analysis; and authoritative data maintenance in 2D, 3D, and 4D. �ArcGIS supports data sharing across a suite of GIS products and enables users to work across the ArcGIS system through Web GIS The result of this sources sought/market survey will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice/market survey, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The U.S. Government requests that interested parties submit a brief description of your company, your company�s solution, and your ability to meet potential system requirements. PROGRAM BACKGROUND Objective: Acquisition, updating, expansion and support of the requirement for ArcGIS Enterprise GIS Professional Advanced User Type Annual Licenses and ArcGIS Enterprise Standard up to Four Cores Annual License. These software licenses are geographic information systems (GIS) software applications that make up the ISR platform of the country Jordan, RJAF ISR. May require the following: installation assistance, configuration assistance, delivery of physical media, electronic delivery of software, tracking of licenses by license key, to which must be interoperable and physically capable logically and functionally with existing ISR Platform once loaded. Subsequently, the RJAF ISR will receive annual software licenses for operation at the designated sites in Jordan. Therefore, under these conditions, the point of delivery of the equipment covered by this LOA case is Jordan, since the software licenses are carried out by the contractor or supplier, for its final delivery to the purchaser at the sites, the Jordan RJAF ISR designates the destination(s): NAVSUP Weapons Systems Support 5450 Carlisle Pike Bldg. 107 South End, Code NOFX Mechanicsburg, PA 17055-0788 ATTN: Mark Johnson mark.johnson.8@navy.mil 717-605-8199 Due to the above, it is necessary to acquire software of the same brand, which share the same technological architecture and past compatibility to the current solution, thus guaranteeing the compatibility and standardization of software applications and its high familiarity of control, content, data management, operational capabilities, software data flow and support availability for enhancement of Jordan�s JRAF current ISR Platform. CECOM SAMD administers and manages FMS cases including communications requirements with partner nations. CECOM SAMD�s goal is to satisfy customer country requirements for: Line Item: Provides for: GENERAL PURPOSE ADP EQUIPMENT, SOFTWARE, SUPPLIES, & SUPPORT HARDWARE/SOFTWARE:� GEOGRAPHIC INFORMATION SYSTEM To ensure standardization and technological compatibility, as well as continuity of operations, military missions, operational training and collaboration with allied nations, the software provided will be a form, fit, and function match for the existing (currently fielded) Geographic Information System in country therefore, the ArcGIS platform will guarantee these capabilities and compatibilities. Otherwise, the RJAF ISR. will be exposed to operational and collaborative risks as a government and defense entity, which will expose intangible assets to risks that in the ISR domain could negatively impact the country of Jordans and operational geographic information system platform. ArcGIS LICENSES Contractor provides ArcGIS Enterprise GIS Professional Advanced User Type Annual Licenses consisting of: QTY�� PART NUMBER��������������� DESCRIPTION��������������������������� 14����� 166897���������������������������� ArcGIS Enterprise GIS Professional ������������������������������������������������� Advanced User Type Annual Licenses Contractor provides ArcGIS Enterprise Standard Up to Four Cores Annual License consisting of: QTY�� PART NUMBER��������������� DESCRIPTION��������������������������� 1������� 160663���������������������������� ArcGIS Enterprise Standard Up to ������������������������������������������������� Four Cores Annual License REQUIRED CAPABILITIES The purpose of this market research/sources sought is to identify interested sources that can provide and deliver �ArcGIS Enterprise GIS Professional Advanced User Type Annual Licenses and ArcGIS Enterprise Standard up to Four Cores Annual License necessary to the country of Jordan, RJAF ISR Enhancement and meet the following characteristics/requirements: FMS request for the case of the DT-B-WHM Jordan RJAF ISR Enhancement (ArcGIS) Licenses with justification and transportation method to continue with the development of the request whose object is the acquisition of ArcGIS annual licenses for updating and standardizing the capability of the ISR network platform of the RJAF ISR Military Forces. Catalogue Service 2.0.2 Simple Feature Access Part 2: SQL Web Coverage Service 1.0.0 Web Feature Service 2.0 Web Map Service 1.1.1 Background: Jordan has requested the USG provide �ArcGIS User and Enterprise annual licenses Use Conditions: Geographic Information System (GIS) for the Jordanian RJAF ISR Force as required in its ISR platform. Maintain the standardization and technological compatibility of the software that is requested and operating in the Jordan RJAF ISR Forces, as well as the knowledge of the personnel regarding the operation and maintenance of the software requested by the FMS customer, Jordan RJAF ISR Forces. it is necessary to continue with the existing requested technology of the ArcGIS Licenses and will be utilized to benefit the Jordan RJAF ISR Forces. Material Conditions: The software, whether provided via physical media or electronic delivery, software, and/or applications must be Quality A ""New and Original"" license key with current patches security measures to ensure optimal conditions for use. to maintain the standardization and technological compatibility of the software that is requested and operating in the RJAF, the Jordan Military Forces, in accordance with the considerations already mentioned, will only include that the software required is a form, fit, function capacity for User and Enterprise annual licenses. The request is focused on providing the best ISR Computing Platform available, since the ArcGIS is considered to be the �gold standard� to be acquired from the same developer to guarantee total technical compatibility with the ISR Forces. The Letter of Offer and Acceptance � DT-B-WHM establishes the conditions and requirements that for this solicitation, the software must be delivered by the contractor or supplier to the shipping site as designated. Therefore, the costs for transportation insurance, packaging, and others that may take place from the vendor to the country and within it to the agreed upon shipping site, must be assumed and paid by the corresponding supplier, without this generating any additional charge to the Government of the United States or the ISR Military Forces for carrying out these works in Jordan. In relation to this, there is a requirement for a document as support where the supplier of the software or its representative as supplier, in this case The authorized vendor, is responsible for the cost of delivery of physical media or electronic transfer to the agreed upon receiving site. It is important to mention that with a solicitation. the transport method is defined as electronic transfer to the end user customer, since, as requested by the RJAF ISR, the scope of this solicitation is a complete solution and capacity for geographic information system by a company or agency contracted by the Government of the United States, where the company is responsible for all activities and associated expenses from the acquisition of software. parts or individual services, transportation from the United States to the start-up of the solution software. Subsequently, the RJAF ISR will receive this software in either physical media or electronic delivery to the designated sites in Jordan. Therefore, under these conditions, the point of delivery of the software license covered by this solicitation is Jordan, since the delivery is carried out by the contractor or supplier, for its final delivery to the purchaser at the site designated by the country of Jordan. Due to the foregoing, the RJAF ISR Military Forces, in accordance with the considerations already mentioned, will receive from the company or supplier the software on either physical media or via electronic transfer to JORDAN, or to reception point as designated. To do this, a required letter or communication sent by manufacturer confirming the commercial delivery type and the commitment it must guarantee delivery to JORDAN is attached. NATO Codification System (NCS) Certification Request: It is requested that the material comply with the agreements established under the NATO Codification System (NCS) and identified by the NATO Stock Number (NSN) to describe the technical specifications and physical characteristics required. Should the articles not arrive cataloged by the NATO Codification System, the following information is requested to be sent. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009.
