- NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Background: Live Virtual Constructive (LVC) serves as the cornerstone of how the Marine Corps builds combat readiness during this critical time of transformation. The proliferation of expeditionary long range precision fires, loitering munitions, infantry battalion organic precision fires, unmanned systems, and electronic warfare capabilities, among others, will significantly challenge our ability to train collectively and build combat readiness. Our legacy training devices were designed to meet requirements that accomplished individual tasks and the necessity did not exist to be interoperable or the concept of a fully interoperable training capability across the spectrum of training did not exists. LVC changes that paradigm and the need to build a long-term solution that is sustainable and adaptable for the near term and long term exists today. Synopsis: Product Manager Synthetic Training Systems (PdM STS) is restructuring the LVC Team which is currently established to include the Deployable Virtual Training Environment (DVTE), Marine Air-Ground Task Force (MAGTF) Tactical Warfare Simulation (MTWS), Combined Arms Command and Control Training Upgrade System (CACCTUS), Supporting Arms Virtual Trainer (SAVT) and the Live Virtual Constructive � Training Environment (LVC-TE).� This restructuring will enable the LVC Team to better respond to requirements and remove stovepipe solutions developed on standalone training systems.� At the core the restructuring includes establishment of common product lines such as 3D Models, Terrain, Image Generation, Semi-Autonomous Forces, Command Control Computers Communications Cyber and Intelligence (C5I)/Simulation Protocol Gateway, etc. that all training systems will leverage under the LVC team to ensure commonality of solutions and better enable those systems to concentrate on unique requirements or solutions necessary for the capability.� These common solutions will be developed with an agile framework.�The software tools and capabilities will be developed under a Management and Software development contract that Program Manager Training Systems (PM TRASYS) is seeking to award in FY24.�� PdM STS has conducted limited analysis and observed that there are commonalities across many of the Platforms within all of PM TRASYS. These common requirements as stated above as well as the future scope of LVC have driven the necessity to develop product lines that will be as common as possible. This Product line concept will develop common services or capabilities that are utilized across the LVC portfolio and will eventually become the common elements of training systems across PM TRASYS. Requirement: PM TRASYS is seeking industry input on the development of a Management and Software development contract. This contract will establish the concept of a �Software Factory�. The idea is that PM TRASYS could utilize industry solutions -where it makes sense- as well as develop capabilities in house that become part of the product line. PdM STS will be leading the charge to establish the �Software Factory� concept with the LVC portfolio first with the anticipation that expansion across PM TRASYS will occur. Attachment 1 is the base draft Performance Work Statement (PWS). PdM STS is seeking industry input and advice to develop the PWS that will establish the Product line concept as well as manage the �Software Factory�. PdM STS will fully embrace the Agile methods to software development as this is necessary to keep up with the rapid changes in capabilities and technology. PM TRASYS will hold an industry engagement the week of 27 March-31 March 2023. The location will be at Tech Grove in Research Park, 12809 Science Dr. Orlando FL 32826. The purpose of this Industry engagement is to have an open dialogue with Industry on how to 1) establish product lines utilizing Agile methods 2) establish the framework to setup and manage a Software Factory 3) input to the PWS that allows flexibility to rapidly develop capabilities and insert new technologies to help facilitate Marine Corps Training. PM TRASYS will supply the draft PWS to Industry to gain feedback and recommend language to the PWS to establish and manage the product line and manage a Software Factory. Industry is encouraged to provide feedback on the draft PWS in the provided comment resolution matrix. PM TRASYS would like to schedule one on ones with Industry to discuss their solutions. Attendees for the one on ones will be limited to no more than two people from each company that would be able to discuss their approach. If you plan to attend, please respond NLT 1:00 PM Eastern Time (ET) on 15 March 2023, with names of individuals (complete the attendee sheet of the LVC Contractor Information Form), and a capability statement outlining how your company can meet the requirements. The North American Industry Classification Systems (NAICS) Code contemplated for use during any Future acquisition is 541511 (Custom Computer Programming Services), with a small business size standard of $25.5 million. The Marine Corps requests that Respondents provide answers to the following questions:(Items a-e below can be filled out in the LVC Contractor Information Form.xlsx). Provide your entity�s Point of Contact (POC) including their name, email address, and phone number. Provide the legal name for your entity. Provide your entity�s business size (large or small) as it pertains to NAICS code 541511 For small businesses, please identify any socioeconomic status that pertains to your entity such as: Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) small business, Small Disadvantaged Business (i.e., the 8 (a) Business Development Program), Economically Disadvantaged Women Owned Small Business (EDWOSB), and/or Women-Owned Small Business (WOSB) concern. If your entity is owned by a tribe, Alaskan Native Corporations (ANC), or Native Hawaiian Organizations (NHO), please so state in your response. PM TRAYS will provide a schedule for the industry engagements NLT 22 March 2023. Please do not submit proposals at this time. The Government is only seeking sources and information for market research to determine the availability of commercial capabilities in the described areas. Availability of any formal solicitation will be announced separately. Submittals will not be returned to the sender.
