- IAW FAR 19.502-2 this is a Sources Sought Notice to assist in the determination of Small Business interest and capability to fulfill this requirement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS SOURCES SOUGHT NOTICE. The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Acquisition and Grants is requesting information from qualified sources; the results of this announcement will be evaluated to determine if there are small business capable of fulfilling this requirement. The Northeast Fisheries Science Center (NEFSC) has a requirement to collect samples of water and live surf clams off of southern Long Island, NY. These collections are needed to determine the relationship between the growth rate of these clams to the chemistry make-up of their habitat. This research is to obtain more data on the correlation between ocean acidification and surf clam growth. In order to collect these samples and clams, the NEFSC is in need of a charter boat with dredging capability. A charter is needed for one day in each of the following months: August 2024, November 2024, and February 2025. Each trip is to collect approximately 100 live clams and is estimated to take between 8-10 hours (may vary due to daylight hours, clam collection speed, etc.). The place of performance will be in the coastal waters off of southern Long Island, NY from Moriches to Shinnecock Inlets. The contractor must meet the following specifications: Provide the dredge boat, fuel, and all trained labor, equipment, supplies, transportation, and quality control. Provide fully trained, qualified and experienced personnel. Knowledgeable of all contract requirements Ensure work is accomplished in a safe and professional manner Must maintain a Shellfish Digger Permit and Vessel Endorsement from the New York Department of Environmental Conservation (or similar permits/licenses). https://dec.ny.gov/things-to-do/shellfishing/permits-licenses Interested parties should submit a brief capability statement demonstrating their capabilities of meeting this requirement, no later than Friday, 5 July 2024 by 1200 Eastern Time. �Capability statements should include the following: (1) Name of business (2) Contact information (3) Business size and classification e.g., Small business, 8(a), HUBZone, Small Disadvantaged business, Small Disadvantaged Veteran Owned business, and Women Owned small business; or Large Business (4) Technical description of ability to meet the requirement.
