REQUIREMENT TITLE:� US18E Ejection Seat Sustainment Support NSN/Part Number: �US18E Ejection Seat (PN MBEU350006-5 and MBEU350007-5) Notice Type:� Sources Sought Synopsis 1.� NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is 488190 Other Support Activities for Air Transportation which has a corresponding size standard of $40M.� The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2.� Program Details: To provide F-16 Foreign Military Sales (FMS) customers Continental United States/Outside Continental United States (CONUS/OCONUS) contractor support for the acquisition and sustainment of the US18E ejection seat system. Scope will include US18E ejection seat acquisition, training seats, ejection seat support equipment (SE), applicable tooling, spare procurement, repair and return (R&R), training and and/or familiarization and CONUS/OCONUS contractor support to include engineering/technical support for acquisition and sustainment of the US18E ejection seat system. Hardware/Software included: Purchase of US18E ejection seat, training seats, support equipment, spares (for all associated items - seat, support equipment, tooling), and applicable tooling. Services:� Repair & Return, Training, Familiarization training, engineering/technical support (any engineering assistance, On call support), Depot level maintenance This encompasses all life cycle requirements for the seat to include DMS mitigation. 3.� Questions for contractors Capability Survey Questions 1. Provide your suggested NAICS code. 2. Are you anticipating your company to be a prime contractor or a subcontractor? 3. Are you anticipating a teaming arrangement? a. Any responses on teaming agreements should delineate between the expected work accomplished by the prime and work accomplished by the teaming partners. 4. Does your company have any agreements or relationship with Martin Baker to obtain special support equipment/tooling to perform maintenance and depot level maintenance on the US18E Ejection Seat? (PN MBEU350006-5 and MBEU350007-5) Financial Information Describe financing methods customarily provided by buyers in this industry (industry defined by the NAICS code or by providing this type of requirement). Note:� the USG is not authorized to make advance payments (payments before costs are incurred or work is completed). General Capability Questions: Briefly describe in one to two (1-2) pages the capabilities of your company and the nature of the goods and/or services you provide.� Include a description of your staff composition and management structure. Describe your company's past experience on previous ejection seat projects or previous F-16 Block 70/72 experience similar in complexity to this requirement: please include contract numbers, a brief description of work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). This system is Proprietary to Martin Baker. Is your company capable of accessing the required technical data needed to complete the requirements? Can your company perform or complete maintenance, sustainment, and training activities for the US18E Ejection Seat? Does your company have any experience with the depot level maintenance of Martin Baker Ejection Seats? If yes, please briefly describe your experience. 4. Response information: This SSS is for planning purposes only and is not to be construed as a commitment to the USG to pay for the information submitted in response to this request.� Respondents will not be notified of the results of the market analysis and debriefings will not be available. It is the reader�s responsibility to monitor the SAM.GOV website for any resultant or future solicitation package. Responses must include in subject line �Source Sought Synopsis: F-16 FMS US18E Ejection Seat� This SSS is to be used in planning a future acquisition, please do not send any proposals. Request for proposals, if any when issued, will be available via the internet at www.SAM.gov. As such, it is the potential offeror�s responsibility to monitor these sites for the release of any additional information. All responses should be submitted electronically. Only electronic responses will be accepted. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A SOURCES SOUGHT SYNOPSIS FOR PLANNING PURPOSES ONLY. This is a SSS only:� This SSS is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This SSS does not commit the USG to contract for any supply or service whatsoever. This is a source sought only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201. The Air Force is not, at this time, seeking proposals and will not accept unsolicited proposals. Respondents are advised that the USG will not pay for any information or administrative costs incurred in responding to this SSS.
