Description
The U.S. Army Corps of Engineers, New York District is issuing SOURCES SOUGHT SYNOPSIS for CONSTRUCTION SERVICES in accordance with Federal Acquisition Regulations (FAR) Part 36, as supplemented with additional information included in this notice in advance of an Invitation For Bids (IFB) to procure and contract for all services related to the demolition of old timber fendering systems, and installation of a new vessel mooring system and shore power system. The Project is being funded under the Infrastructure and Jobs Act. The Government intends to award a firm fixed price contract for this work. The New York District in partnership with the USACE Marine Design Center is constructing the new U.S. Drift Collection Vessel (DCV) DRIFTMASTER II, a 148 foot long catamaran hull vessel at Thomasea Ship Constructors in Houma, LA with an expected delivery date of September 2025. The DCV DRIFTMASTER II will be owned and operated by the U.S. Army Corps of Engineers, New York District. The vessel will be a diesel electric battery hybrid work boat that will replace the aging DCV DRIFTMASTER in operation since 1949. Description of Project: The work that will be performed under this contract will includes demolition of existing timber fender piles, timber rub rail, and removal of existing pavement and trench drain for the installation of seven (7) new mooring dolphins. �Each mooring dolphin is comprised of six tubular steel casing pipe piles (micropiles) connected to a reinforced concrete cap. Each mooring dolphin micropile is socketed to rock using a threaded bar anchoring system. Each mooring dolphin is furnished with a new steel bollard for mooring and tubular steel rub rail connected to the existing concrete cap beam using post installed epoxy anchors. The new fender system is comprised of foam-filled camels braced against vertical steel pipe piles that are connected to molded rubber cone fenders with a fabricated steel guide pile sleeve assembly. Work also includes installation of new utility service and powering of project equipment. This work will consist of the construction and installation of a new shore power station capable of delivering 480VAC 3 phase power at 550 amps to the DCV DRIFTMASTER II to recharge the vessels batteries. The electrical equipment required to make up this shore power station will be provided to the Contractor as Government Furnished Equipment (GFE) which will consist of the following equipment: PSEG supplied 4160/480 VAC pad mounted stepdown transformer GFE 3000 amp 480 VAC Main Service Switchboard GFE 800 amp Distribution Panel Board GFE Shore Side Shore Power Gang Box GFE Shore Power Cable Management System (shore power cable crane) GFE Shore power Cables The Contractor will be responsible for constructing the necessary foundations for this equipment, to include a concrete reinforced foundation for the cable management system consisting of three micropiles, providing all electrical services for the wiring of and commissioning of the shore power equipment in order to make it fully ready for the new vessel. SUBMMISSION REQUIREMENTS: All interested firms are encouraged to respond to this notice and may do so by submitting a capabilities statement. The capabilities statement is limited to ten (10) pages total and shall include the following information: a. Firm�s name, address, point of contact, phone number and email address. b. Firm�s business size - If a Small Business, identify the Small Business type (Small Business, an 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business or Service Disabled Veteran Owned Small Business). c. Demonstration of the firm�s experience as listed above. Include sample projects indicating the following: 1. Title, location, description, and dollar amount of the project. Also include a statement regarding relevancy to the qualifications being sought. The response must be specific to the qualifications listed above to show that the respondent meets the requirements and possesses the necessary skills and experience. If a response does not show that the respondent meets the qualifications and/or does not possess the necessary skills and experience, the respondent will not be considered by the Government. Again, this is NOT a request for proposal or quotation; there is no solicitation available at this time. A determination by the Government to proceed with the acquisition as a set-aside for 8(a) program, HUBZone, Small Business, etc. or unrestricted is within the discretion of the Government. d.
