Description
This is a Sources Sought Announcement issued by the United States Department of Agriculture (USDA) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement for a Electroantennogram System in accordance with the attached Statement of Work 1124224 SOW Electroantennogram System. Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this Sources Sought notification by 11:00 p.m. CT on July 10, 2024, to the attention of Tiffany Reval, Contracts Specialist, at tiffany.reval@usda.gov . All questions are asked to be submitted in writing to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: 1. Organization Name 2. Contact Name, e-mail address and phone number; 3. Organizations UEI number; 4. Business size status for the applicable NAICS code 5. A statement of interest in any forthcoming acquisition. 6. A statement of capability to perform details of the requirement to include all requirements outlined in SOW. Interested vendors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA. GENERAL INFORMATION 1. Introduction: 1.1 The Agricultural Research Service (ARS) is the U.S. Department of Agriculture's chief scientific inhouse research agency with the mission to deliver scientific solutions to national and global agricultural challenges. The ARS has been tasked to find solutions to agricultural problems that affect Americans every day from field to table. The ARS delivers cutting-edge, scientific tools and innovative solutions for American farmers, producers, industry, and communities to support the nourishment and well-being of all people; sustain our nation�s agroecosystems and natural resources; and ensure the economic competitiveness and excellence of our agriculture. 1.2 The USDA, ARS, Biological Control of Insects Research Laboratory, located in Columbia, Missouri, has a requirement for an Electroantennogram System. Brand name or equal to�Ockenfels Syntech GmbH electroantennogram system to include�4-Channel USB Acquisition Controller, Type, IDAC-4 incl. SW,�Stimulus Controller Unit, Type CS-55,�Effluent Conditioner Assembly, Type EC-03,�Micromanipulator, Type MP-22 incl. Universal-Probe,�COMBI - EAG Probe PRG-3,�Antenna Signal Simulator, Type Spiker, and�Tungsten Electrode Etching Device. 2. Objectives: This requirement is for an Electroantennogram System and a gas- chromatography electroantennogram detection system. This system allows for analytical procedures that permit the rapid identification of compounds in complex mixtures that stimulate the olfactory sensilla of an insect. Allowing for research to isolate and identify behaviorally active compounds. 3. Specifications: 3.1 Electroantennogram System. 3.1.1 Signal acquisition controller system, Type IDAC-4 including software. 3.1.2 Air Stimulus Controller Unit, Type CS-55. 3.1.3 Effluent conditioner Assembly, Type EC-03. 3.1.4 Micromanipulator, Type MP-22 including universal probe 3.1.5 Combi EAG Probe, Type PRG-3. 3.1.6 Antenna signal simulator 3.1.7 Electrode etching device 3.2 All seven items are required for a fully functioning GC-EAD system. All equipment pieces must communicate and operate on the same software system. 4. Period of Performance: Delivery must be 120 days after receipt of award (ARO). 5. Inspection and Acceptance: All inspections shall be performed by the assigned Contracting Officers Representative.
