Description
The U.S. Army Corps of Engineers, Rock Island District, is issuing this DRAFT Synopsis for the Brandon Road Interbasin Project, Architect-Engineer Firms (A-E) Services Single Award Task Order Contract (SATOC). This is only a DRAFT. Project Description: This is planned to be an Unrestricted Acquisition (No Small Business Set-Aside Status). The Brandon Road project is a federal risk management plan including a layered system of structural controls and non-structural measures to prevent to the maximum extent possible the transfer of aquatic nuisance species from the Mississippi River Basin into the Great Lakes Basin while minimizing impacts to waterway uses and users. The non-structural plan includes managing the waterway below Brandon Road as a �population reduction zone� where monitoring and overfishing would occur. The structural plan includes a new control point at Brandon Road Lock and Dam in addition to the control point that is already provided by the electric dispersal barrier at Romeoville, Illinois. The new structural control point will include an engineered channel, acoustic deterrent, a bubble deterrent, an electric deterrent, and flushing lock. Performance services under this A-E SATOC will be performed solely for the Brandon Road Interbasin Project located on the Illinois Waterway at the Brandon Road Lock and Dam in Rockdale, IL.� The Inland Design Center of Expertise will be leading the technical team assembled for this $1.1 billion project as estimated in March 2023, certified Total Project Cost Estimate.� The total construction cost estimate is $910,000,00.00.� Rock Island District, USACE, will be an integral part of the technical team managing this SATOC through the engineering, contracting, and construction phases.� This Scope of Work (SOW) requires comprehensive design and support services to take the greater innovative project from current concept levels to 100 percent design products and then continue engineering support through USACE contracting and construction phases. Work will require extensive coordination within USACE (primarily Inland Navigation Design Center, Rock Island District, and Engineering Research and Development Center � various laboratories) as well as regular coordination with a large group of external entities to include but not limited to: the local sponsor; navigation; USCG; construction firms; and other federal agencies. DO NOT SUBMIT A SF 330 in response to this DRAFT Synopsis. The purpose of this draft is to inform industry and to gather industry feedback prior to release of the final Synopsis. All information received in response to this DRAFT Synopsis that is marked proprietary will be handled accordingly. In preparation for the formal Synopsis, please see the attached Draft Synopsis. Interested parties are highly encouraged to review the DRAFT Synopsis and submit any questions via email to the POC listed below. Submitting questions early will provide additional time to answer your questions and respond prior to final Synopsis. In event the Government does issue a Synopsis for this project in the future, the information provided in this DRAFT Synopsis may change. If yes, then please state why. � Do you have any concerns with the eight-year duration of the A-E SATOC? If yes, then please state why. � Any concerns with the years of experience required for disciplines listed in Primary Selection Criteria a. Professional Qualifications? If yes, then please state why. � Is there anything stated within the A-E SATOC that is concerning to you and why? � Are there additional criteria that the Government should evaluate? If yes, then please state why. � Are there criteria the Government should revise or eliminate? If yes, then please state why. � What timeframe (in days, e.g. 30 days) would you require to submit a SF 330 response if this Synopsis remains relatively unchanged? � Should the page count be raised or lowered from the current amount of 75 pages?
