- This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Nikon Instruments Inc., located at 1300 Walt Whitman RD, Melville, NY 111747. Services will be for one (1) base year from 08/15/2024 through 08/14/2025 under NAICS 811210. The vendor shall provide necessary maintenance to keep products in their intended condition. This action will result in a firm-fixed-price service contract. This notice of intent is not a request for quotations; due to the unique characteristics needed for this service Nikon Instruments Inc. is the only responsible source and no other supplies or services will satisfy agency requirements. Therefore, this service is typically procured through a Sole Source NAC Contract through VHA without competition under FAR 6.302-1. REQUIRED SERVICES: The Contractor shall provide a comprehensive maintenance plan for the equipment listed, in the statement of work, used at the Southeast Louisiana Veterans Healthcare System (SLVHCS), 2400 Canal Street, New Orleans, LA 70119 for a one base year beginning on August 15th, 2024 through August 14th, 2025 in the terms and conditions of Contractor s Nikon A1R-HD25, A1R-MP & C2 Confocal Microscope System Service Agreement. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 07/17/2024 at 12:00 PM CST, to marcus.sidney@va.gov . When responding to this announcement, respondents should put Notice of Intent Nikon in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after July 17, 2024, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Nikon Instruments Inc. The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
