- NOTICE OF INTENT TO SOLICIT FROM SINGLE SOURCE Project Title: Wyckoff Tilt Sensor Acquisition This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions. The statutory authority for this non-competitive acquisition is FAR subpart 13.106-1(b)(1)(i). The US Army Corps of Engineers (USACE) - Seattle District, intends to award a Firm-Fixed-Price contract for twelve Tilt Sensors and the associated equipment and hardware. The intended contractor is GEOKON, Inc., 48 Spencer St Lebanon, New Hampshire 03766. Description of work: The Wyckoff perimeter sheet pile wall was installed between November 2000 and February 2001. Since installation in 2001, the steel has experienced varying levels of corrosion due to exposure to the elements. The highest corrosion rates are within the splash and atmospheric zones. In late 2023, water was observed leaking from the perimeter wall in at least two holes at the mudline along the East Beach. In March 2024, the Environmental Protection Agency (EPA) noted that the condition of the holes appeared to have worsened. �Automated monitoring is needed to evaluate wall movement on a continuous basis. The proposed equipment will provide, the EPA and USACE team, a quick and cost-effective way to monitor the wall. The Tilt Sensors must be both accurate and able to withstand the environmental conditions at the Wyckoff / Eagle Harbor Superfund Site. GEOKON manufactures the Tilt Sensors needed to precisely monitor the near continous measurements of the wall. The sensors need to have the ability to assess regular wall movements caused by the environmental conditions at the site. These include temperature, tidal, and groundwater fluctuations. These fluctuations produce outward movement that has the potential of leading to wall failure. GEOKON is the sole manufacturer of the needed tilt sensors and there are no distributors. No other company can supply the tilt sensors. Therefore, the Government believes that only one source can satisfy the agency�s requirement. The GEOKON Model 6190 meets all the equipment requirements: 1) corrosion resistant; 2) ability to be monitored remotely, 3) ability to be daisy chained. This attribute reduces the need for automation stations from six to one, 4) Tri-axial tilt sensors (others are only uniaxial or biaxial, and do not have triaxial measurement capabilities), and 5) Comparable with Campbell Scientific LoggerNet. � GEOKON provides a daisy chain capability that would allow USACE to run 12 sensors to one automation box instead of needing a station for every 2-3 sensors. GEOKON sensors are also compatible with the selected automation equipment for the Wyckoff / Eagle Harbor Superfund Site. �Alternative Tilt Sensors lack the ability to be daisy chained along the wall and/or to be monitored remotely, thereby increasing monitoring costs.� USACE�s current data system and software (Campbell Scientific LoggerNet) is compatible with the GEOKON Tilt Sensors. Utilizing a different brand of Tilt Sensors would require an additional purchase of new software and then approval would be needed by USACE�s Information Management/Information Technology service. There is no guarantee of approval so this could result in an unacceptable delay in procuring the supplies needed to protect the Wyckoff / Eagle Harbor Superfund Site. The government will not post a solicitation. The government intends to proceed with this sole source action. The NAICS code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. The size standard as defined by the U.S. Small Business Administration is 750. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence, that competition of this requirement in the future would be advantageous to the government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
