Description
***The National Oceanic and Atmospheric Administration�s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Oceanic and Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Environmental Analytical Systems located in Barrys Bay, Ontario, Canada for the purchase of one (1) HYDRO-BIOS Apparatebau GmbH Titanium Array Multi-Sediment Trap to be delivered to Seattle, WA. ***The sole source determination is based on NOAA�s requirement that Environmental Analytical Systems is the only vendor that manufactures and distributes this multi-sediment trap. The Distributed Biological Observatory (DBO) is a researcher-driven establishment of a series of study regions in the US Arctic to monitor and quantify the changes occurring, occupied by national and international entities with shared survey methods and data plan. The PMEL has participated in the DBO program since its inception and leads dedicated annual surveys to select sites each Fall. The collaborative research institutions utilize the Environmental Analytical Systems sediment trap, and all new traps are required to be compatible in all aspects (form, fit, and function) with existing systems and equipment. Utilizing the same trap ensures necessary continuity within study regions, allowing shared resources and personnel to work with instruments that employ the same physical setup, software and analyses and therefore lead to a higher success rate in deployment, recovery, and measurement comparison. Delivery by 09/26/2024. �***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
