- The purpose of this combined synopsis/solicitation is to award contracts in accordance with the Architect-Engineer (AE) Selection Statute (formerly the ?Brooks Act?) as implemented by FAR Subpart 36.6. It is anticipated that three (3) firm-fixed-price negotiated Indefinite Delivery Contracts (IDC) will be awarded for a variety of Architect/Engineer Value Engineering (VE)/Value Management (VM) services to support the US Army Corps of Engineers (USACE) Baltimore District?s (NAB) Military, Environmental and Civil Works programs. North American Industrial Classification System code is 541330, which has a size standard of $25,500,000 in average annual receipts. This announcement is open to Small Businesses only. The contracts will have a shared capacity of $9M over a five-year ordering period with an option to extend for up to six months, IAW clause 52.217-8 Option To Extend Services. The firm must be capable of responding to and working on multiple task orders concurrently. Task orders will be awarded based on the A-E?s ability to accomplish the order in the required time, geographic location, type of services required, capacity, previous installation experience, including customer satisfaction, and performance and quality of deliverables under the current IDC. The task orders awarded on this contract will be firm-fixed price. Task orders will be competed amongst the MATOC holder?s utilizing A/E Selection procedures pursuant to FAR Subpart 36.6 in accordance with EP 715-1-7, the USACE Task Order Requirements Notification (TORN) Process, and FAR 16.505(b)(1). The period of performance for task orders issued prior to the expiration of these MATOCs 5-year ordering period may extend beyond the five (5) year ordering period.
