��� Presolicitation Notice/Advertisement ��������������������������������������������������������������� GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: TN City: Memphis Delineated Area: Starting at the intersection of Thomas St and SR 300. Travel south on Thomas St to N. Danny Thomas Blvd. Proceed south on N. Danny Thomas Blvd to I-40. Go west on I-40 to Riverside Blvd. Proceed south on Riverside Blvd to I-55. Travel south then east on I-55 to Highway 61. Continue south on Highway 61 to E. Brooks Road. Proceed east on E. Brooks Road to Airways Blvd. Travel north on Airways Blvd to E. Parkway S. Proceed north on E. Parkway S to E. Parkway N. Continue north on E. Parkway N. to N. Trezevant St. Proceed north on N. Trezevant St to Jackson Ave. Go east on Jackson Ave to N. Hollywood St. Travel north on N. Hollywood St to I-40. Turn west on I-40 to SR 300. Continue west on SR 300 to the intersection of Thomas St and SR 300. Required Sq. Ft. (ABOA): 14,588 Space Type: Office Parking Spaces (Total): 56 Structured or Surface, Reserved, Secured and Gated Parking Spaces Full Term: 20 Years Firm Term: 15 Years Additional Requirements: General Building/Space Condition Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer.� If not a new building, the space offered shall be in a building that has undergone, or will be complete by occupancy, modernization or adaptive reuse for the space with modern conveniences. Space should allow for an efficient layout and office workflow. Space must provide maximum flexibility for systems furniture placement with few or no columns or other building or architectural obstructions. Space should have few curves or major offsets and must have large open areas to allow maximum design flexibility. Architectural features should not cause an inefficient use of space. ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. Office Space Requirements/Prohibited Uses: Space must be located on the 2nd story, or higher. Agency will accept 1st floor space under the following circumstances: Agency is the sole tenant, there is a 20� setback (A fence meeting agency�s specifications may be required), and blast film is required. The following entities must not be collocated with agency space: Federal, State, and local agencies whose primary clientele are involved in or have ties to criminal elements. Private firms whose primary clientele are involved in or have ties to criminal elements. Agencies providing probation and/or parole services. Agencies providing drug abuse counseling/rehabilitation programs. Agencies providing social services. Halfway houses and residential units. Agency entrances/exits cannot be located within close proximity (minimum 1,000 walkable feet) of certain locations, which include but are not limited to: Drug-free zones, schools, and areas where drug activities are prevalent. Agency requires a secure method to get detainees into the building. This could be accomplished by the use of Sally ports, loading dock, private stairwell, or elevator for prisoner transport. In a multi-tenant building, where private elevators are not possible, agency must be able to secure and control the elevator during prisoner transport. Security Standard Level III and ALL security requirements and approvals are to be determined by GSA. A fully serviced lease is required. Normal Hours of Operation: 7:00 AM � 5:00 PM M - F; offered space must be accessible 24/7. Offered buildings and offered space will be evaluated by the agency�s security team to confirm acceptability. Other: This requirement will house a federal law enforcement office where employees can or have the potential to�� carry weapons, weapons will be stored on-site, and individuals may be temporarily detained and/or ���� questioned. Secured and fenced parking, with an automatic vehicular gate is required in accordance with the agencies parking requirements. (Note: GSA reserves the right to review for approval all proposed parking options offered; to include the fence materials and gate mechanisms and specifications being proposed). Not all minimum requirements are reflected in this advertisement. Offered space must meet all Government requirements contained in the RLP/Lease to be issued, including, but not limited to, the Agency Specific Requirements and Facility Security Level III requirements by the occupancy date per the terms of the Lease. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as �100-year� floodplain). Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).� ). �For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B. Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration.� All submissions should include the following information: Name of Owner; Property authorization letter from the owner; Address or locational description of the building; Age of building; Total gross square feet; and gross square feet per floor; Site plan depicting the building and parking; Floor plan and gross square footage of the proposed space; Identification of on-site parking; A map demonstrating the building is within the delineated area; �A map depicting the location of public transportation stops within proximity to the property; �A map depicting the evidence of amenities within close proximity of the property; �Building owners must provide evidence of ownership.� Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to GSA for development; �Any information related to title issues, easements and restrictions on the use of the building; �A description of any planned land development or construction which will affect the building including neighboring projects and road/ utility line construction. �If submitting a land site, offerors are required to provide the following information in addition to what has been requested: Accurate street address and/or cross streets; Ariel overview of the site with clearly marked property boundaries; Site pictures and those of surrounding area; Renderings of what is to be constructed; Zoning designation; Total acreage. Existing utilities or proposed utilities that access the property.
