Description
Sources Sought Announcement: This is a SOURCES SOUGHT ANNOUNCEMENT ONLY , it is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources-sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) Unique Entity ID (f) Cage Code (g) Tax ID Number (h) Type of business, e.g. small or other, as appropriate and (i) must provide a Capability Statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below in italics. The New Mexico VA Healthcare System (NMVAHCS) located at 1501 San Pedro Drive, SE Albuquerque, NM 87108 is seeking a contractor to provide Preventative Maintenance and Bi-Annual Inspections on NMVAHCS Surveillance System Cameras. Section 889 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 prohibits the federal government, government contractors, and grant and loan recipients from procuring or using certain covered telecommunication equipment or services that are produced by Huawei, ZTE, Hytera, Hikvision, and Dahua and their subsidiaries as a substantial or essential component of any system, or as critical technology as part of any system. (See Pub. L. 115-232).  The statute covers certain telecommunications equipment and services produced or provided by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of those entities) and certain video surveillance products or telecommunications equipment and services produced or provided by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of those entities). The statute is not limited to contracting with entities that use end-products produced by those companies; it also covers the use of any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Must inspect and verify performance of the camera domes, housings, and lenses to include cleaning as required. Must review preset locations and refocus cameras if required for better visualization of areas. Must be able to update camera FIPS firmware to latest version when updates are available. And must be able to reprogram operating servers and head end equipment as needed. Must be able to verify system is able to conduct 30 days of recording, image rates, and resolutions settings with highest quality available and make changes as required. Must be able to clean the current video cabinet and monitors. Must install all connections and termination points as needed to move forward with updated equipment. Must be able to install operating system/bios and FIPS updates for computers. Must install available system software updates as available to keep the system functioning as intended. Must be able to troubleshoot and repair any minor deficiencies. Must provide an electronic online building report detailing the inspection, found deficiencies, repairs made, and future suggested repairs. Must provide a custom portal that will provide real-time updates after inspections. Important Information: The Government is not obligated to - nor will it pay for or reimburse any costs associated with responding to this sources-sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 811210 ($34 Million). Notice to Potential Offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Managemen (SAM). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at Veteran Small Business Certification (sba.gov).
