- This is a sources sought notice. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) Naples, Italy is planning to solicit a Firm-Fixed Price (FFP) Design-Build (DB) contract located at Naval Air Station Sigonella NAS II, Italy. The AIMD buildings renovation project is a Design-Build project that provides repairs to the AIMD buildings to their original conditions and to eliminate unsafe situations that the existing building conditions may cause. The project will repair all buildings with AIMD functional operations, including Buildings 426, 459, 460, and 546 at the Naval Air Station Sigonella NAS II, Italy. The project will repair and improve elements including the plumbing, fire protection, electrical, and mechanical/HVAC systems, as well as architectural and interior finishes. Work will be required to follow a phasing plan to be provided with the final RFP. The list of project elements below is not comprehensive of all work features: Building 426 Aircraft Maintenance Hangar Repairs: Architectural repairs to replace deteriorating finishes, deteriorated or malfunctioning hollow metal doors, frames, and hardware throughout the facility. Renovation of bathrooms and the kitchen. Exterior architectural repairs to include repair of architectural louvers, replacement of all metal windows and glazing to meet ATFP requirements, and improvement of roof drainage system. Replacement of the failing mechanical systems. Repairs to failing and deteriorated electrical, telecommunications and lighting systems. Replacement of the domestic water system, including the sewage system, with new piping throughout the facility. Replacement emergency eyewash stations. Provision of a 160 square meter prefabricated clean room suite to include a Cal Lab and Oxygen Room. Work will involve modification of the fire protection system, reconfiguration of the electrical system, and a new, self-contained heating and ventilation system for the room. This project will include testing and verification that the new modular prefabricated clean room and oxygen room have been properly installed. Building 459 Engine Maintenance Shop Repairs: Full renovation of two toilet rooms (men/women) and a janitor closet and will replace all domestic and sanitary piping throughout the building. Architectural repairs to include replacement of all interior and exterior metal doors, vinyl flooring, and acoustical ceiling tiles and metal grid. Gypsum walls that are in poor condition will be replaced and repainted. Electrical upgrades to include replacement of all light fixtures and lighting controls (both internal and external to the building). For this project, the composition and management of the firms proposed as the design-build (DB) team will be evaluated. A primary design firm, knowledgeable and experienced with US design standards (Unified Facilities Criteria), will be required. The scope of this project includes some moderately technical work including extensive HVAC equipment replacement, and structural reinforcement of a building currently placed under a facility limitation. A primary design firm with the appropriate mechanical, electrical, and structural engineers is required, and it is preferred that the primary design firm have documented success in delivering designs/projects designed to US standards (Unified Facilities Criteria). The intent of this notice is to identify potential offerors for market research purposes. The Procurement Method will be issued using full and open competition, utilizing the two-phase design-build selection procedures discussed at FAR subpart 36.3, resulting in a single solicitation covering both phases. The NAICS Code for this procurement is 236220. In accordance with DFARS 236.204, the magnitude of this project is expected to be between $10,000,000 and $25,000,000. This acquisition will be awarded on a best value trade-off basis. Offerors can view and/or download the solicitation, and any attachments, at https://piee.eb.mil/xhtml/unauth/home/login.xhtm under PIEE (Procurement Integrated Enterprise Environment) Solicitation Module when it becomes available. Potential offerors who are interested in this acquisition are requested to provide a limited capabilities statement that describes the firms experience in performing Design-Build work that is of a similar size, scope, and magnitude as described in this announcement. Include the Agency who issued the contract, contract number, duration of the contract, description of the work performed, and total dollar amount or maximum amount of the contract. Provide no more than two example projects, and limit submission to ten pages. Comments on the draft solicitation may be included and do not count toward the page limit.
