RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking potential sources with the ability to provide Instructional System Design (ISD) support for the life-cycle development, production, revision, and maintenance of curriculum training products for the Naval Aviation Enterprise (NAE) maintenance community, and other Government agency maintenance communities. This encompasses all facets of the systems approach to training and includes the analysis, design, development, implementation, and evaluation of aviation maintenance training products for the military. This announcement is to determine the availability and technical capability of small businesses (including the following subsets, HUBZone Small Business concerns; Certified 8(a) Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns, and Woman-Owned Small Business concerns) to provide the required products and/or services. If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of �Similarly Situated Entity� and changes the 50% calculation for compliance with the clause. Small business primes may now count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself. Please read the full text of the clause deviation (52.219-14 Class Deviation 2019-O0003 dated 12/3/18 at https://www.acquisition.gov/browse/index/far It is anticipated that a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded, consisting of a (5) five year ordering period. The anticipated Request for Proposal (RFP) release is the first quarter of FY25.� Start of contractor performance is anticipated to be August 2025 inclusive of a 60-day mobilization period. PROGRAM BACKGROUND Aviation maintenance training is a critical enabler in ensuring mission readiness as well as the prevention of mishaps. Given the evolutionary nature of aviation assets, it is critical that the training is current to the operational fleet assets and leverages sound instructional design principles. This contract is focused on providing an avenue to rapidly develop, revise, change, and maintain aviation maintenance training. Training, for the purposes of this contract, encompasses self-paced, web delivered, instructor-led, and supporting materials (e.g., electronic presentations, instructor guides, student/trainee guides, job performance aids, electronic performance support systems, exercises, visual aids, and Interactive Multi-Media Instruction [IMI]) to support the Naval Aviation Enterprise (NAE). This requirement includes providing all labor, material, travel and resources necessary to analyze, design, develop, deliver, implement, and evaluate courseware solutions for up to five years. REQUIRED CAPABILITIES Information about your firm: Name and address of the firm Commercial and Government Entity (CAGE) Code Size of business as it relates to the $47M size standard of NAICS code 541330 (Exception 1), and any applicable small business socio-economic classification Name of a primary Point of Contact (POC) for the response, including title and telephone number Information about capabilities (Yes/No) Does your firm have a minimum of a Secret Facility Clearance Level (FCL)? Does your firm have a minimum of a Secret Facility Clearance Level (FCL) with safeguard and generate capability? Does your firm have experience developing courseware for a Military Aviation maintenance community? Does your firm have experience developing courseware for a Navy or USMC Aviation maintenance community? Does your firm have experience conducting gap analyses of courseware to determine required changes as a result of technical publication changes or an Engineering Change Proposal? Does your firm have experience developing courseware using AIM CPM/LOM? Does your firm have experience developing courseware for the Center for Naval Aviation Technical Training (CNATT)? Information about capabilities (Open-Ended) What authoring tool(s) does your firm have experience developing courseware in? Describe your company�s past experience (no more than three examples) developing or revising Interactive Multimedia Instruction (IMI) (e.g. ILT/CAI, ICW Levels 1, 2, 3) and Curriculum Materials for a military aviation maintenance community. Describe your company�s approach to implementing agile practices to rapidly develop or revise courseware products. Describe your company�s past experience (no more than three examples) developing or revising courseware products implementing an agile approach. Describe what labor categories your company would require to revise existing aviation maintenance training or develop new aviation maintenance training utilizing an agile approach. The Government is interested in Industry�s input regarding the execution of this effort as a either a multiple-award or single-award IDIQ. Given an estimated ceiling of $25M over a 5-year POP, would your company bid if the acquisition strategy is to establish a multiple-award IDIQ vs. a single-award IDIQ? Why or why not? ELIGIBILITY The applicable North American Industry Classification System (NAICS) Code of 541330 (Exception 1); which carries a $47M small business size standard and the applicable PSC code is 6910. SUBMISSION DETAILS Interested sources shall submit their written technical capabilities to provide the requirements described above. Detailed written capabilities must be submitted by email to Katy Comellas-Deliz at kathryn.r.comellas-deliz.civ@us.navy.mil in an electronic format that is compatible with Microsoft Office 2010 applications (MS Word), no later than 1300 Eastern Standard Time (EST) on 26 July 2024. The submission of this information is for PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government to procure any supplies or services. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than TEN (10) pages. Verbal submissions are not acceptable. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
