REQUEST FOR INFORMATION Air Anti-Submarine Warfare Systems (ASW) Program Office (PMA-264) Description The Naval Air Systems Command (NAVAIR) Patuxent River, Maryland, Air Anti-Submarine Warfare Systems (ASW) Program Office (PMA-264) is issuing this Request For Information (RFI) to ascertain the level of interest of potential vendors desiring to contract for the development of enhancements to the Global Reconstruction and Measurement System (GRAMS) product. The information will be used for initial planning and cost estimation for the program and for potential design approaches and technology demonstrations.� Potential development and delivery schedules are critical and a rapid acquisition strategy may be employed.� RFI Response Content The Government requests information from contractors interested and capable of supporting the development of enhancements for the GRAMS product. Specific information is identified in sections (a) through (g) below. RFI responses need not address all of the content areas identified and may be limited to a specific relevant technology or capability. The following requirements establish objective levels of performance for the GRAMS product: Acoustic Intelligence Performance Requirements: The GRAMS product shall be capable of providing deep dive acoustic analysis for the extraction of Acoustic Intelligence (ACINT). The contractor may propose enhancements to the GRAM System that could improve the analysis process and extraction of Acoustic Intelligence. Performance Trades:� The Government also seeks information on performance trades that may allow delivery of improved capabilities in a compressed timeline or with a reduced cost. Strategies that deliver improved capabilities and/or reduce the number of configurations (if applicable) incrementally are also of interest. Modeling and Simulation (M&S), Test and Evaluation (T&E): The Contractor may propose types of testing required, testing facilities needed (both industry and Government), conceptual test timelines and alternative methods of testing to assist in reduction of the volume of tests. Identify M&S capabilities that may aid in evaluating prime power, ERP, antennas field of view, bandwidth, component efficiencies and cooling parameters. Enhanced mission planning: The Government�s objective is to expand the possibilities that mission planning can be enhanced by the GRAMS product. This would require successful integration of realistic proposed enhancements. Software Sustainment: The Government�s objective is for a contractor to sustain the software baseline to correct deficiencies found during testing and use of the software. Previous work on GRAMS is preferred but not required. Mechanical Performance and Interface Requirements: The GRAM System, and any enhancements or upgrade, shall be able to interact with existing models, equipment, and databases without interference. The enhancements shall also expand upon the usability of the system for possible future sensor systems. Security Requirements: The Government requests a Statement within a submission regarding capability to obtain the required industrial security clearances for personnel and a statement regarding ability to meet the requirements in the Facility and Safeguarding requirements to relevant classified information. The contractor is requested to report their current security level. Eligibility The applicable North American Industry Classification System (NAICS) code for this requirement is 541511 Custom Computer Programming Services. The Product Service Code for this requirement is AC13 National Defense R&D Services; Department of Defense � Military; Experimental Development. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. RFI Purpose and limitations Interested and capable contractors should respond to this RFI by the closing date specified above for consideration. Responses shall be limited to no more than 20 pages and shall be sent via email. Proprietary information is neither solicited nor prohibited, but should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned. Receipt may be acknowledged by the Government but not required. Email addresses are provided at the end of this announcement. Phone calls will not be accepted. All items provided with submission must be in Microsoft Office 2003 (or later) or Adobe PDF format and should be free of all computer viruses. The Government�s intent is to better understand the current, state-of-the-art capabilities and strategies to determine the best solution. Industry Discussions NAVAIR representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on the website SAM.Gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
