Description
Notice of Intent to Sole Source: Huntsville Specialty Care Clinic Under PACT ACT: 36C24724R0055. The Department of Veterans Affairs, Network Contracting Office 7, Regional Procurement Office East proposes to enter into a lease, on behalf of Birmingham VA Healthcare System (BVAHCS), Huntsville, AL on the basis of other than full and open competition. To satisfy BVAHCS mission requirements, the facility must be located at the Huntsville Regional Medical Center, 301 Governors Drive, Huntsville, AL 35801. This location was identified as ideal for a sole source lease under section 704 of the PACT Act Provision (Promise to Address Comprehensive Toxics Act of 2022). Under section 704 of the PACT Act Provision, the BVAHCS may acquire space for the purpose of providing health-care resources to Veterans without full and open competition. This notice of intent is neither a solicitation for proposals/quotes nor an invitation for bids. Furthermore, it does not represent a commitment by the Government to pay for costs incurred in preparation and submission of data or any other costs incurred in response to this notice. A competitive solicitation will not be issued; however, any firm that believes it can meet the requirements may provide written notification to the Contracting Officer at Michael.james6@va.gov no later than August 02, 2024, at 4:30pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements described above. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. This requirement is for approximately 8160 ABOA/9180 RSF of space for a term of twelve (12) years, to commence on or before 10/1/2024. The health-care resource being provided under the proposed lease meets the criteria in 38 U.S.C. 8103(h)(2)(C). The healthcare resources that will be provided in this academically affiliated clinical space will include Cardiology, Dermatology, Rheumatology, Neurology, Orthopedics, Urology, Neurosurgery, and Ortho-Spine Clincs, along with lab point-of-care testing. The space included within the proposed lease meets the criteria in 38 U.S.C. 8103(h)(2)(D) and is owned or controlled by an academic affiliate. The space being solicited is owned and operated by academic affiliate University of Alabama at Birmingham (UAB). The space is located within an existing healthcare facility and is of sufficient size and layout to meet the needs of the outpatient clinical functions listed in section 5c. The space is located within a commutable distance of other existing VA support services that are offered at the existing VA Outpatient Clinic. Entering into a non-competitive lease for space with an academic affiliate or covered entity for the purpose of providing health-care resources to Veterans is in the best interest of the VA. Due to the rapid expansion of veterans into the Huntsville market, the speed and efficacy with which this space could be leased is in the best interest of the government to allow for the most timely expansion of services in this market. These services are currently being sourced, in large, to non-VA providers through the use of Community Care. Beginning to offer these services in this market will allow for the associated Community Care costs to be recovered.
