- Advanced Reconnaissance Vehicle (ARV) Engineering and Manufacturing Development (EMD) Request for Information (RFI) and Market Survey Market Survey: The Army Contracting Command-Detroit Arsenal (ACC-DTA) is conducting Market Research to inform pre-solicitation activities in advance of a potential future issuance of a Request for Proposal (RFP) for the EMD phase of the Advanced Reconnaissance Vehicle (ARV) program in support of United States Marine Corps, Program Manager, Light Armored Vehicles (PM LAV). The EMD RFP is planned to solicit the design and test of three Mission Role Variants (MRVs), the ARV Command Control Communication and Computers (C4) Unmanned Aerial System (UAS) (�ARV-C4UAS�), the ARV 30mm Autocannon (�ARV-30�) and ARV-Logistics (�ARV-LOG�). Purpose: The purpose of publicizing this market survey is to aid in the continued development of a future acquisition strategy, identify the number of interested small businesses and other-than-small businesses, gather information for planning purposes about the capabilities of each industry source as defined in Federal Acquisition Regulation 15.201(e), and obtain feedback on the draft P Spec, Statement of Work, Attachments and answers to specific questions below. Background: The ARV is a new, purpose-built combat vehicle system, mobile on land and water, and capable of service as the manned hub of a Robotic and Autonomous Systems (RAS) empowered team. ARV will employ transformational sensor, communications, and combat capabilities to collect and communicate information, while integrating robotics and artificial intelligence technologies into manned-unmanned teams. The ARV will enable a crew to sense the operating environment and convey that information using advanced on-board sensors and networked communications systems that are augmented by unmanned systems in order to detect, recognize, identify and report threats at extended ranges. The ARV will provide the Fleet Marine Force with the survivable, mobile, networked, and lethal platform optimized for naval transport and amphibious employment in the littoral operating environment. This action is expected to be solicited under North American Industry Classification System (NAICS) code: 336992 Military Armored Vehicle, Tank, and Tank Components Proprietary Information. The Government acknowledges its statutory obligations under 18 U.S.C. �1905 to protect confidential information provided to the Government. Pursuant to this statute, the Government is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following: � Qualifying data must be clearly marked TRADE SECRETS or PROPRIETARY and be accompanied by an explanatory text, stating the rationale to protect the information. � Only mark the data where the �trade secrets are truly proprietary. � Do not mark data that is already in the public domain or is already in possession of the Government or third parties on an unclassified basis. � Proprietary data transmitted electronically must have the TRADE SECRETS or PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: �PROPRIETARY INFORMATION BEGINS� and �PROPRIETARY INFORMATION ENDS.� Disclaimer. The Government is not responsible for marking contractor data. To ensure protection of contractor data, please ensure it is marked in accordance with the section above. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government, will not be protected once in the public domain. In the event the Government needs to reproduce the protected data for distribution purposes between Governmental offices all data will be reproduced with restrictive legends in place. Additionally, prior to receiving copies of protected information, Government personnel will sign a Non-Disclosure Agreement (NDA), which both alerts personnel of the proprietary nature of the information being provided as well as the seriousness of the Government�s obligations to protect such information. Clarification of this Request. This request is a Market Survey and not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it an attempt to seek potential Offerors to be placed on a solicitation mailing list. No solicitation document exists at this time. Providing a response to this notice is completely voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey or any follow-on requests for information. The Government will not rank submittal or provide any reply to interested firms. Information provided regarding the ARV as presented in this Market Survey is subject to change. Data submitted in response to this market survey will not be returned. Instructions: Included with this announcement are instructions as to how to obtain ARV Performance Specification v6.4, the ARV EMD DRAFT Statement of Work (SOW), to include DRAFT Contract Data Requirements List (CDRL) items and DRAFT Attachments (if available) to the SOW. Instructions as to how to obtain the latest iteration of the ARV Classified Annex are also included. The procedures and requirements to obtain this information follow. Any requestor of the ARV Performance Specification, SOW and related information, agrees to be bound by the requirements of DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting. The requestor must demonstrate, using the guidance located at: https://www.acq.osd.mil/dpap/policy/policyvault/USA002829-17-DPAP.pdf that their systems, to include their Information Technology infrastructure, meets the requirements for the receipt and handling of Controlled Unclassified Information (CUI). Contractors are asked to complete the following questionnaire and provide written responses electronically via email to the ACC-DTA point of contact, Ms. Allegra Steinberg at allegra.w.steinberg.civ@army.mil and Ms. Haley Finazzo at haley.a.finazzo.civ@army.mil. ACC-DTA will not accept any telephone inquiries or comments regarding this survey. All questions, comments, and/or concerns must be submitted via email to the points of contacts listed above or included in your survey response. Responses to questions may be posted on beta.SAM.gov; accordingly, questions shall not contain proprietary or classified information. The Government will use its best effort to remove contractor identifying information when posting the question and answer. Response Format. Request that electronic responses be provided in Microsoft Word 2016 or earlier, or compatible with Adobe Acrobat PDF Reader 9.0 or earlier. Responses shall be limited to 10 pages, text in Times New Roman 12 pitch, with one-inch margins. Only one response per company will be reviewed. The subject line shall include the Organization Name and �Response to ARV Market Survey.� Questions for Receiving Draft SOW, P Spec, and Attachments: When submitting a request, please answer the following questions and provide the listed documentation: Cage Code: Facility Clearance: Provide DD-2345 Facility Security Officer contact information: If a current Facility Security Clearance (FCL) is not in place, provide the plan to obtain one for future actions. Provide a narrative no longer than 1 page that includes examples of similar projects or programs (associated contract numbers) for which you performed as a prime vendor.� Similar project is defined as a land and water mobile combat vehicle.�� If the associated reference did not include a production contract, how you would address production, ie: do you have established production facilities or would you partner with another company that has the manufacturing capability. � Are you a US company?� If not, what is your strategy (e.g. partnership) to ensure the ability to manage International Traffic in Arms Regulations (ITAR) restricted hardware and information in accordance with all requirements?� If proposing a partnership as part of your strategy, provide the partnership agreement with the US entity. Recipients of the CUI information conveyed pursuant to this notice agree to be bound by the conditions of this notice and are NOT authorized to share, distribute or otherwise make available this material to any other company or entity, even a supplier or partner, without explicit, written permission from the Government to do so. Questions for Receiving Classified Annex: Requests for the Classified Annex will only be provided to those entities who are determined to meet the requirements for the CUI Information above. Those entities desiring the ARV Classified Annex must also provide the following information: Name of Facility Security Officer Facility Officer Contact Information (eMail address and Phone Number) Defense Contract Security Agency/Defense Security Agency (DCSA/DSS) Representative Name and Contact Information (this item shall identify the cognizant DCSA/DSS Field Office, Field Office Phone Number and Field Office eMail address) The same CAGE Code used to process the CUI Request will be used to evaluate the Classified Annex request Classified Physical Mailing Address Market Survey Questions: Once you receive the SOW, P Spec, and attachments, please provide timely responses to this notice in the following areas: Has your firm developed a combat vehicle that is similar to the provided Tier 1 performance specification? Provide a narrative that articulates how this platform is comparable to the Tier 1 specification. Are there any Tier 2, 3 and 4 Performance Specifications that the above-referenced vehicle does not meet? �Provide a narrative that articulates how this vehicle compares to the remaining Tier 2, 3 and 4 elements. Has your firm had any US Government, NATO or validated independent third-party test results conducted on a comparable platform? Describe your firm, its primary business, and the number of years it has been involved with the manufacture of combat vehicles with swim capability. Provide the model and quantity of combat vehicles sold, the date of sale, the customer and vehicles currently in service. Provide a narrative as to how you would integrate the specified (with ARV v6.4 Performance Specification) turret and gun to a Critical Design Review (CDR) level of design within 8 months after contract award, with delivery of a compliant ARV-30 PV no later than 16 months after contract award. List all contracts your firm has had with the US Government in the last three years for the manufacture of combat vehicles with swim capability. Provide the contract number, Agency and Agency POC contact information for each contract. Any other feedback/questions/concerns in regards to the SOW, P Spec, and non-classified attachments for the Governments consideration. A response to this notice is requested as soon as possible, but not more than the closing date posted on Sam.gov for this notice. Responses received after this time may not be considered.
