CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION.*** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, 13.5, and 15 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) 80MSFC24R0012 for the purchase of NASA Technical Standards System. The period of performance is 1 Base year with three (1) year options. The provisions and clauses in the RFP attached are those in effect through FAC2005-100, This procurement is ""Full and Open Competition�. The NAICS Code and business size standard of for this procurement are respectively: 518210 Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. Standard Size 35 Million All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ will require the potential vendor to be certified within the Online System for Award Management (SAM) and Online Representations and Certifications Application Databases prior to award. Any product delivery to MSFC, Central Receiving, Building 4631, Saturn Rd, MSFC, AL 35812 shall be specified as FOB Destination. Offers for NASA Technical Standards System is due by 4:00 PM CST July 13, 2024 to Glenda Clemons, SSC, at glenda.m.clemons@nasa.gov, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offeror will include the completed Standard Form 1449, Solicitation/Contract/Order for Commercial Items form to include prices by CLIN. The following clauses and provisions are incorporated; full text of the clauses and provisions may be accessed electronically at: FAR - https://www.acquisition.gov/browse/index/far NFS - https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors shall provide the information required by FAR 52.212-1 (Nov 2021), Instructions to Offerors-Commercial Items. If the end product(s) offered are other than domestic products as defined in the clause ""Buy American Act-Supplies"" the offeror shall so state and shall list the country of origin. The Government will award a contract from this solicitation to the responsible offeror whose offer conforming to the solicitation, is the lowest priced, technically acceptable offer. All Offerors shall include completed copies of the provision at 52.212-3 (Oct 2022), Offeror Representations and Certifications - Commercial Items with their offer, or complete electronic annual representations and certifications at SAM.gov with its offer. FAR 52.212-4 (Nov 2021), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (Oct 2022), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. MSFC 52.211-94 PERIOD OF PERFORMANCE (MAY 2017), The period of performance for this is Base year and three (1) year options. Technical acceptability will be determined by review of information submitted by the offeror which must provide capabilities to provide the services that meets the Government's requirements attached to this posting. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. This posting is available on www.beta.sam.gov. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation, attachments, and amendments (if any). Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be in writing via e-mail to glenda.m.clemons@nasa.gov no later than 4:00 PM CST July 10, 2024, phone questions will not be accepted. Any technical questions will be answered on a �one-on-one� basis. Offers to this combined synopsis/solicitation must be received via email no later than 4:00 PM CST July 13, 2024. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic offer by the due date and time specified for this RFP shall result in the proposal being considered late and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors - Commercial Items (Nov 2021).
