Description
The purpose of this project is to install a metering enclosure (ME) supplied by Fermilab which will be connected to a power panel (PP), and an existing gas meter. This will allow for remote data collection and reporting of natural gas usage at the sites specified within the drawings. Conduit bringing 120VAC power cable will supply each ME from the respective PP Conduit from the ME will terminate at the natural gas meter, with power cable and signal cable pulled connecting the two. Existing networking at each site will be connected to the ME. A subcontract will be awarded to that responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in this solicitation. This is a best value source selection. Award shall be made to contractors who are deemed responsible; whose proposal conforms to the solicitation�s requirements and is judged to represent best value to FRA. The best value will be determined by the Lowest Priced Technically Acceptable Proposal. FRA intends to award without discussions. Each contractor shall be evaluated relative to the following factors. �Price Criteria � Total price of the baseAward shall be made to contractors who are deemed responsible; whose proposal conforms to the solicitation�s requirements and is judged to represent best value to FRA. Each contractor shall be evaluated relative to the following factors.�Price Criteria � Total price of the base�Technical Criteria - FRA will evaluate each proposal to ensure that it meets the minimum and technical requirements stated in the solicitation, and will use the following technical criteria are to be submitted in order to be deemed technically acceptable:oSubmittal of completed and signed Subcontractor Annual Representations & CertificationsoSubmittal of Bid Bond/Guarantee if over 25K.oTechnical Criteria that is referenced in the SOW A site visit for all Offerers will be held on Monday July 8th at 10:00 A.M. CT. We will meet at Wilson Hall. Prospective Offerers are required to notify Ryan O'Sullivan (ryanosul@fnal.gov) or (630)-840-2402 by Friday July 5th, by 12:00 P.M. CST or prior to participate in the site visit due to Covid regulations. This site visit shall include a presentation of the elements in this RFP and a walk through of the entire route described herein. All questions and answers during this visit will be documented and shared with all participants. Additional questions must be submitted in writing via email to Ryan O'Sullivan no later than Monday July 15, by 3:00 P.M CT. FRA is not responsible for any information obtained outside of this process.
