- Description
- FY24 Poplar Island Cell 6 and Cell 11 Dike Raisings. The USACE Baltimore District has been tasked to solicit for and award a construction contract for the Poplar Island Cell 6 and Cell 11 Dike Raisings project. The proposed project will be a competitive, firm-fixed-price contract procured in accordance with FAR 14, Sealed Bidding, via an Invitation for Bid (IFB). Poplar Island is an ecosystem restoration project located in the upper-middle Chesapeake Bay in Talbot County, Maryland, approximately 39 miles south-southeast of the Port of Baltimore and two miles northwest of Tilghman Island. The overall scope of this project is to use approximately 300,000 cubic yards of stockpiled sand to raise two existing containment cell dikes on the island. The primary purpose of this contract is to raise the entire Cell 6 sand dike (approximately 14,000 linear feet) from an elevation of +25 feet to +30 feet. The work will be completed by manually hauling sand from an on-site sand stockpile located in an adjacent Cell 4. The secondary purpose of this contract is to use remaining sand in the Cell 4 stockpile to raise a portion of the Cell 11 sand bench (approximately 15,000 linear feet) by approximately three to five feet. All newly placed sand dike and bench sections will be shaped, compacted, and seeded with native grasses. Any remaining sand from the Cell 4 stockpile that is not used in the raisings will be hauled to another stockpile on the island, located approximately 1.8 miles north in Cell 1D. All work will be performed within Cells 4, 6, 1D, and 11 of Poplar Island, a remote location accessible only by boat. The Contractor shall provide all necessary labor, equipment, materials, and transportation to perform the construction. The anticipated period of performance is approximately 430 calendar days.
