Description
DESCRIPTION 1. This market research notice is being conducted by Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPOW) 5441 Babcock Rd. San Antonio TX, 78229 for the acquisition of EBUS and EUS Olympus Scopes Full Service Agreement - Gastroenterology. The Government intends to solely negotiate with Olympus America Inc. 2. Background and Requirement: This acquisition requirement arises from the need to enhance the existing Endoscopes currently in use at South Texas VA in our 2Z suites. The current endoscopes are outdated and prone to frequent breakdowns leading to frequent disruptions in medical services including cancellation of patients due to lack of operable equipment. The Contractor shall provide all packaging material for shipping to their Maintenance facility for all standard maintenance, repairs, and testing as listed in the maintenance/service agreement as well as shipping for return. The Contractor shall furnish all OEM parts and equipment. The Contractor is responsible for any missing parts and components not included to carry out the maintenance required. The Contractor shall provide loaner scopes while VA scopes are being repaired or for just standard planned maintenance. Equipment packaging and shipment service will be set up by the contractor at no additional charge to the government. Equipment will be delivered to the San Antonio VA, 7400 Merton Minter St, San Antonio, TX 78229. Delivery will occur during normal business hours M-F from 0800 to 1500. Delivery/installation and all communication will be coordinated with the assigned COR. Maintenance and support services requirements: The Service Agreement must permit maintenance professionals the ability to perform diagnostics, troubleshooting, and maintenance as required. The vendor must have preventive maintenance service to meet at minimum The Joint Commission standards. Equipment List: 3. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Due to technical issues, please allow additional time if you re using electronic means. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 17 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for the award. Also, the prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall follow the OEM terms and conditions. Interested parties are encouraged to furnish information by email only in Response to this Intent to Sole Source. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Specialist, Janice Malbon. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. 4.
