THIS IS NOT A REQUEST FOR BID � PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.� Interested businesses must submit the following by e-mail to cflcontracts@dot.gov (Attn: Kelly Palmer) for receipt by close of business (2 p.m. local Denver time) on January 25, 2023:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm�s capability to bond for a single project of $10 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the TX FLAP FM 709(1) � Access to Navarro Mills Lake project in which you performed work cultural and natural resource sensitive areas and there are numerous environmental constraints that will affect the construction schedule and type of operations. State whether your firm was the prime contractor or subcontractor on the project. �DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.� Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.� All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT DESCRIPTION:� The proposed improvements are for 3R rehabilitation to rehabilitate 3.8 miles of FM 709.� The roadway provides access to the Navarro Mills Harbor Marina and the Dam Road.� The improvements begin approximately at the intersection with SH 31 in the City of Dawson and ends at the Liberty Hill Park junction. SCOPE OF THE WORK:� � The proposed project is anticipated to be full depth reclamation, shoulder widening, and asphalt concrete pavement (ACP).� In addition, the project will add guardrail, replace bridge transition rail, guardrail end terminals, mow strips, extend or replacement culverts and install safety end treatments to drainage structures. The roadway will be widened to 11-foot lanes and 3-foot shoulders. Signing and pavement markets and rumble strips will be included to improve safety. PRINCIPAL WORK ITEMS: 7,820 Embankment Construction 29,000 tons of Aggregate base 49,750 square yards of Recycled aggregate base, 9-inch depth (with cement) 7000 Tons of Asphalt Concrete Pavement 4000 hours of temporary traffic control, flagger 60 Linear feet, 5 feet span, 3 feet rise reinforced concrete box culvert, triple barrel. 20 liner feet, 4 feet span, 4 feet rise precast reinforced concrete box culvert 390 linear feet, 30-inch pipe culvert (concrete) 660 linear feet, 24-inch pipe culvert (concrete) 210 linear feet, 54-inch pipe culvert (concrete) ANTICIPATED SCHEDULE:� The anticipated advertisement date for the project is August 2023 with construction anticipated from November 2023 to August 2024. EXPERIENCE:� Provide a list of roadway construction projects of equal or greater value and?similar?scope to that described herein and in which you performed (as the prime contractor) work cultural and natural resource sensitive areas and there are numerous environmental constraints that will affect the construction schedule and type of operations. State whether your firm was the prime contractor or subcontractor on the project. Great attention to detail will be required in achieving customer satisfaction in areas of road and bridge construction, traffic control, and timely completion of work.� Prior experience with road and bridge construction is required. The estimated price range of the project work is between $5,000,000 and $10,000,000.
