- THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT/RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. THE SUBMISSION OF CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT/RFI DESCRIPTION This is NOT a solicitation announcement. This is a Sources Sought/RFI only. The purpose of this Sources Sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 332410 (size standard of 750 Employees). Responses to this Sources Sought/RFI will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought/RFI, a solicitation announcement may be published. Responses to this Sources Sought/RFI synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 5 Clarksburg Network Contracting Office, is seeking sources who can possibly provide Semi Instantaneous Steam to Water Heat Exchanger that at a minimum meet the brand name and/or can possibly provide an equal product for the Clarksburg VA Medical Center. Brand Name Information: Manufacturer & Part Number: Hubbell Electric Heater Co.- STXHSS-6D-CNE Equal to Product: Semi Instantaneous Steam to Water Heat Exchanger Salient Characteristics: Part# Item Description QTY STXHSS-6D-CNE or EQUAL Horizontally mounted steam to domestic water instantaneous heat exchanger. This heat exchanger will be designed, manufactured, tested, and stamped in accordance with the ASME Code using the latest edition and will be registered and stamped with a National Board Number in accordance with the National Board of Boiler and Pressure Vessel Inspectors. This heat exchanger will have domestic water in the shell and steam in the tubes The channel (steam side) and all connections will be made of pressure vessel quality carbon steel, rated for a maximum of 150 PSI at 370°F and a minimum of 150 PSI at 0°F; the shell (domestic water side) and all connections will be made of type 316/L stainless steel, rated for a maximum of 150 PSI at 370°F and a minimum of 150 PSI at 0°F. The tubesheets will be made of pressure vessel quality carbon steel (steam side) and type 304/L stainless steel (domestic water side) with isolation gap and a full bolt circle to maintain the shellside gasket while servicing the channel. The inner and outer tube will be made of single wall seamless 90/10 copper nickel tubing. The mounting legs will be designed in accordance with seismic standards. The exterior carbon steel parts will be enameled for shipment. No interior coating will be provided. The following controls features will be provided: NEMA 1 control panel with: On/Off power switch, illuminated green ¼ DIN single loop process (temperature) controller, RS 485, present value, set value, valve output High temperature alarm, audible and illuminated red Power supply for control panel components Terminal strip with connections for individual wire termination Modbus RTU (RS 485) to BACnet MSTP Gateway Adjustable mechanical thermostat to energize the water solenoid valve in case of over temperature Water solenoid valve over temperature protection Electric 2-way steam control valve, normally closed fail safe, 20 second full stroke, 100 PSI shut off Electric temperature detector Internal load anticipator to maintain the specified temperature to +/- 4°F, adjustable Shellside recirculation pump with isolation valves Temperature and pressure relief valve, ASME Code Section IV Domestic water thermometer and thermowell Domestic water pressure gauge Process steam pressure gauge with siphon, snubber and isolation valve Process steam vacuum breaker Process steam strainer (inlet) Main float and thermostatic steam trap with interconnecting piping Drip float and thermostatic steam trap with interconnecting piping Heat exchanger supply power is 120 VAC, 50/60 hertz. A single power connection to the control panel is required. Performance: to heat 60.0 GPM of kitchen water from 71-150°F when supplied with 2,396 LB/hr of steam, 100 PSIG to the control valve, 70 PSIG into the heat exchanger, total heat exchanged 2,375,000 BTU/hr. 1 Dimensions Not to exceed 55 W x 96 L x 48 H (Due to limited space in the mechanical room) Weight Not to exceed 1,000 Pounds Mounting Horizontal mount only Compatibility Unit must be compatible with BACnet thermostat system The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. (5) If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (6) Limitations on Subcontracting: How does your business ensure compliance with the limitations on subcontracting as outlined in FAR 19.505? Specifically, what percentage of the work will be performed by your company versus subcontractors? (7) Are the items you are identifying/providing considered Commercial of the Shelf (COTS) items as defined in FAR Part 2.101 under commercial items (8) Non-Manufacturer Rule: If applicable, can you confirm your business complies with the Non-Manufacturer rule? Specifically, does your company: Provide a product from a small business manufacturer or processor? Take ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice? (9) Please indicate whether your product conforms to the requirements of the Buy American Act? (10) Does your company have a Federal Supply Schedule (FSS) GSA/NAC/SAC/BPA/NASA SEWP or any other Federal Government contract? If so, please provide the contract number(s).
