Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST OF COMPETITIVE PROPOSALS. The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the United States Army Medical Research Institute of Chemical Defense (USAMRICD), intends to award on a sole source basis, in accordance with FAR 13.106-1(b)(1), with Horizon Discovery Biosciences Limited (Horizon Discovery), 8100 Cambridge Research Park, Beach Drive, Waterbeach, Cambridge, CB259TL GBR, as the only responsible source that can provide the genome screening library. This acquisition is being conducted under FAR Part 13 Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2023-06 are incorporated.� USAMRICD intends to procure a firm-fixed price requirement for a contract to purchase genome screening library. Horizon Discovery will provide the genome screening library with the following capabilities: siRNA sequences must be designed by Dharmacon algorithms and consistent with sequences in the Dharmacon Human Druggable Genome SMARTpool Library. Must be an ON-TARGETplus screening library, 0.1 nmol. siRNA must be in 384 well plate format. For the past eight years, research has been conducting using Dharmacon siRNA.� A change in the siRNA would render eight years of prior research unusable and research efforts would need to be repeated. FAR 13.104 states, ""The contracting officer must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase.� Based on the market research results, the Contracting Officer has determined that it is not practicable to obtain competition for this requirement. Savings typically associated with competition would not result in any value to the Government for this requirement because switching to any other system will result in significant additional expenses to the research conducted by the Government as well as a lengthy retesting period. This announcement fulfills the synopsis requirements under FAR 5.203. This Notice of Intent is not a request for competitive proposals or quotes.� Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. Submission Details:� Although this is a notice of intent to sole source, any capability statements received from this notice shall be electronically submitted to the Contract Specialist, Tiffany Heath (tiffany.n.heath3.civ@health.mil) in either Microsoft Word or Portable Document Format (PDF) format via email no later than 0500PM Eastern Time, on 16 July 2024 and reference this notice of intent in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
