INTRODUCTION: This is a Request for Information (RFI)/Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy Aerospace � San Antonio, Texas. This is NOT a solicitation for proposals. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future procurement. This notice issued by DLA Energy is to identify potential sources and solicit industry to express their capability and interest to provide Aerospace Energy products, related services, and delivery of Aviator Breathing Oxygen (ABO) on a f.o.b. Destination into two Contractor-provided containers at U.S. Coast Guard Air Station Kodiak, AK. Contractor will coordinate pickup of full and return delivery of empty container. It is the Governments intent to rotate containers between fill point and Kodiak Island every 45 to 90 days dependent on needs. The Government may contract for all, some, or none of the below, however it still is requesting sources for a potential requirement. SCOPE OF REQUIREMENTS: The potential source shall provide all product, materials, supplies, management, tools, equipment, transportation, and labor necessary for the delivery of ABO on a f.o.b. Destination into two Contractor- provided containers. The requirement also includes recurring services such as: Tank Usage Fee, and Regular Transportation. PRODUCT: Aviator Breathing Oxygen, (NSN 6830-01-644-2463), shall meet the requirements of the most current version of MIL-PRF-27210J dated 7 August 2013. One copy of the Certificate of Analysis (COA) for each sample required by the specification shall be submitted by the Contractor as an attachment to Wide Area Workflow (WAWF).� In addition, the Contractor shall include a copy of COA to accompany each delivery to be provided to acceptor at delivery destination. PRODUCT DELIVERY: �The Contractor shall have a 3,000-5,000 gallon container filled and on a Government provided wheeled chassis ready for shipment within 7 days after receipt of an order from the appointed Delivery Scheduler. The Contractor shall ensure container and chassis meet federal, state, and local requirements for transport over-the-road and by sea vessel between the continental United States and Kodiak Island, AK. Contractor will coordinate full pickup and empty return delivery of container. PRE- AND POST- LOAD REQUIREMENTS: Upon the arrival of the government provided tractor, the Contractor representative at the fill plant in conjunction with the carrier shall perform arrival inspection of transportation conveyances. Any discrepancies shall be noted. A Contractor representative at the fill plant(s) shall sign and date all HAZMAT Declarations certifying the hazardous material shipment and shall provide the bill of lading and all shipping documentation to the carrier. After filling and prior to sealing of the rear cabinet doors, Contractor shall verify all valves are in the closed position and leak-free, all fittings and brackets properly installed, outlets have dust covers properly installed, and rear cabinet is free of debris and clean. A Contractor representative at the fill plant(s) in conjunction with the carrier shall perform a post-load inspection of transportation conveyances and certify that the conveyance passes all criteria in accordance with 49 CFR. DESCRIPTION OF CONTRACTOR PROVIDED TANK REQUIREMENT: The Contractor shall provide ABO cryogenic storage tanks with a capacity between 3,000 gallons and 5,000 gallons which meets, federal, state, and local safety requirements for transport to and from Kodiak Island, AK. The cryogenic container shall be capable of maintaining product integrity for at least 30 days from date filled. The Government shall provide wheeled chassis for transporting cryogenic container within Kodiak Island, AK. Chassis shall meet federal, state, and local requirements for transport over-the-road and by vessel to and from Contractors fill point and Kodiak Island, AK. INSPECTION AND ACCEPTANCE: Inspection for quality shall be at origin and quantity determination shall be at destination. ANTICIPATED PERIOD OF PERFORMANCE: This potential requirement has an estimated 5-year requirement, 1 May 2025 through 30 April 2030. ESTIMATED QUANTITIES FOR THIS POTENTIAL REQUIREMENT: 60,000 Gallons (UG6) Year 1 � 12,000 Gallons, (1 May 2025 through 30 April 2026) Year 2 � 12, 000 Gallons, (1 May 2026 through 30 April 2027) Year 3 � 12,000 Gallons, (1 May 2027 through 30 April 2028) Year 4 � 12,000 Gallons, (1 May 2028 through 30 April 2029) Year 5 � 12,000 Gallons, (1 May 2029 through 30 April 2030) Tank Lease � 2 EA per year (Year 1 through Year 5) CAPABILITY STATEMENT:� Interested qualified organizations should submit a capability statement for this requirement addressing the areas below. Statements should include an indication of current business size and a list of available ancillary services available as well as any technical information believed to be useful to the Government. The capability statement at a minimum shall address the potential vendor�s ability of the following: a. Capability to fully meet the specification.� Contractors must address the ABO industry and the ability to meet all the needs for the entire period of performance.� Contractors should address previous force majeures in ABO, and how those would impact this requirement. �� b. Capability to perform all the sampling/testing requirements listed in the specifications. c. Capability and willingness to allow government quality assurance inspectors access to supplier production/load-out plant to conduct quality assurance assessments as needed. d. Statement of ability to meet ABO needs for U.S. Coast Guard Air Station Kodiak, AK. e. Capability for a potential Federal Government Contract, your company must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1.
