- Request for Information (RFI) Maritime and Intermodal Training Department (MITD): Classroom Refresh 1. Overview This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ), or a promise to issue an RFP or RFQ in the future. This RFI does not commit the Government to contract for any future services. At this time, the Government is not seeking proposals and will not accept unsolicited proposals. The Government will not pay RFI responders for any information or administrative costs incurred responding to this RFI. All costs associated with responding to this RFI are solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQs if one is issued. This RFI is intended for the Government to identify sources that can provide required software products and/or services. The information provided in this RFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment, or as authorization to incur a cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. 2. Purpose MITD maintains training simulators at Fort Eustis, VA. The Simulators are connected to various computer equipment, including hardware, software, parts, components, and accessories, etc. The objective is to obtain the necessary services, software, and hardware to complete a system upgrade including the new features and capabilities that a �state of the art� system must have. The scope of work covers the complete cost, time, travel, purchase of components, and installation. All work will be done at either the contractor�s location or on base at Fort Eustis, VA. 3. Salient Characteristics Proposed solutions may include alternatives that are equivalent to or exceed any brand-name identifications herein. The proposed solution must demonstrate the ability to satisfy all salient characteristics, as follow: NCL Instructor Station (Rear): Dell Desktop, Quantity: 1 13th Gen Intel� Core� i7-13700 (30 MB cache, 16 cores, 24 threads, 2.10 GHz to 5.20 GHz Turbo, 65 W) Windows 11 Pro, English Intel Integrated Graphics � three Display Port outputs NVIDIA� RTX� A2000 12GB, 12 GB GDDR6 (where required) 32 GB: 2 x 8 GB, DDR5, 4800 MT/s 512 GB, M.2, Gen 4 PCIe NVMe, SSD, Class 40 Precision 3460 SFF with 300W (80 Plus Platinum) PSU, RPL and ADL Compatible Provide a new PTT headset for voice communications. Provide software updates to MaST, PCSim, and PCBME to support enhanced 3D and filtering capabilities for instructor user interface. Provide updates to VHF and MFHF radios running at the IOS allowing for two-way communication. Provide enhanced 3D and filtering capabilities for radar emulators. Replace Synapsis ECDIS software with Synapsis NX ECDIS software. Provide updated configuration including network setup for supporting the NX package. Update VGMDSS software package to current versions of applications and provide new Fleet Broadband capabilities to replace obsolete Fleet77 Satellite COMMS. Provide a radar overlay for the NX ECDIS to provide for displaying radar video overlay directly on the ECDIS chart. GMDSS Console: Dell Desktop, Quantity: 10 13th Gen Intel� Core� i7-13700 (30 MB cache, 16 cores, 24 threads, 2.10 GHz to 5.20 GHz Turbo, 65 W) Windows 11 Pro, English Intel Integrated Graphics � three Display Port outputs NVIDIA� RTX� A2000 12GB, 12 GB GDDR6 (where required) 32 GB: 2 x 8 GB, DDR5, 4800 MT/s 512 GB, M.2, Gen 4 PCIe NVMe, SSD, Class 40 Precision 3460 SFF with 300W (80 Plus Platinum) PSU, RPL and ADL Compatible Provide current versions of GMDSS applications including the new FleetBroadband application. Provide new PTT handsets for each computer 4. Additional Information Please supply an itemized estimated price list for for each part, including software, which must be purchased. Please supply an itemized estimated price list for each station: Front, Rear, Student, and GMDSS. Please supply an itemized estimated price for each of the following: installation, training, travel, and other direct costs. Please supply an estimated price for the total project. Please provide an estimated delivery and installation schedule for an estimated award date of September 1, 2024. Please describe any training that may be available. Please describe any technical support services that may be available from your company. If technical support is not available for any portion of this requirement, please describe how the customer would obtain technical support directly from the manufacturer or otherwise. Would your company consider this requirement a Service or a Supply purchase? Please explain why. Please identify all contracts through which your company would also consider bidding on any potential RFP or RFQ for this requirement (for example, CHESS, MAS, OASIS, etc.) Please provide any additional information that your company would like to provide us with concerning this requirement. 5. Questions and Responses Questions are due by 5:00 PM ET on July 12, 2024. Earlier questions are encouraged. Questions beyond the deadline may be considered in the Contracting Officer�s discretion. Questions must be emailed to justin.f.lapiana.civ@army.mil. Responses are due by 5:00 PM ET on July 26, 2024. Solutions must demonstrate the ability to satisfy each salient characteristic. Your answers must respond to each item in Section 4 above, in itemized format as numbered above. Responses must be posted to CHESS. Responses are limited to 20 pages. A page is defined as 8.5� x 11� size with 1� margins. All text must be in 12-point Times New Roman font. Images are permitted and count towards the page limit. Pages submitted in excess of the page limit may be considered in the Contracting Officer�s discretion.
