PRE-SOLICITATION SYNOPSIS VETERANS CURATION PROGRAM (VCP) AND CULTURAL RESOURCE SERVICES CONTRACTING OFFICE ADDRESS: 1222 Spruce Street, St. Louis, MO 63104 POINT OF CONTACT: Twila Hopkins, Contract Specialist, twila.a.hopkins2@usace.army.mil PROPOSED SOLICITATION NUMBER: W912P924R0016 PLACE OF CONTRACT PERFORMANCE: Multiple areas (St. Louis, MO; Alexandria, VA; Augusta, GA; and San Mateo, CA COMPETITION SET-ASIDE: Woman Owned Small Business WOSB TYPE OF PROPOSED CONTRACT: Firm Fixed Price (FFP), Request for Proposal (RFP), IDIQ Construction (D) Type of contract with Base and 4 Option Years PERIOD OF PERFORMANCE: 5 years after date of award PRODUCT OR SERVICE CODE (PSC): Y1KA NAICS AND SIZE STANDARD: The North American Industry Classification System (NAICS) code for this is effort is 541720, Research and Development in the Social Sciences and Humanities. The Small Business Administration small business size standard for NAICS code 541720 is $28 Million annual average receipts (total or gross income) over the past three years. DESCRIPTION: The work to be provided under this contract vehicle will include providing multidisciplinary curation services for projects undertaken by the USACE, St. Louis District, MCX CMAC in support of other USACE districts and federal government entities nationwide (CONUS and OCONUS, to include Alaska, Hawaii, and U.S. territories). Services will include, but are not limited to, cultural resources, archival, and records management services, Native American Graves Protection and Repatriation Act (NAGPRA) compliance services, object/collection moves, a broad range of archaeological investigative/laboratory services, conservation, rehabilitation, and curation services, summary and inventory services, and other service-related collections management tasks including the preparation of digital collections, digitization and handling of historical records, and museum support-related work. Contractors will need to be familiar with current federal regulations, guidelines, and procedures related to the types of services required. Additionally, the contractor will need to demonstrate an ability both to manage and supervise subcontractors and to handle large volumes of work under strict deadlines. Finally, the contractor must be familiar with current USACE and other federal agency regulations, guidelines, and procedures related to the work described in the Performance Work Statement (PWS). SOLICITATION: The solicitation is expected to be available on or about 19 July 2024. The proposal submission date and time will be contained in the solicitation package. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information on the System for Award Management at www.sam.gov/. This solicitation package will be posted on SAM, which can be accessed at www.sam.gov/. Paper copies of this solicitation and its amendments will not be available or issued. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for proposal preparation costs.
