- This notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply, service, construction, architect/engineering projects. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. Project Title:�Durango Air Tanker Base HVAC Repairs Project Location:�240 Co Rd 309A, Ignacio, CO, 81303 37.163184�, -107.747169� County: La Plata, CO NAICS: 238220 - Plumbing, Heating, and Air Conditioning Contractors PSC: J041 - Maint/Repair/Rebuild of Equipment - Refrigeration, Air Conditioning, and Air Circulating Equipment Size: $19.0 Million Magnitude: Between $20,000 to $35,000 In accordance with FAR 36.204, for construction contracts, we are obligated to state the magnitude of a project using price ranges, both in terms of its physical characteristics and estimated price range. However, it's crucial to understand that these price ranges are broad categories and selecting one does not imply that our budget is at the higher end of that range. The intent is to give a general sense of the project's scale without revealing the Government's precise estimate. For instance, if we categorize a project as being ""Between�$1,000,000 and $5,000,000,"" it doesn't mean our budget is close to $5,000,000. It simply means the estimated cost falls within that bracket. The actual value could be anywhere within that range. We hope this clarifies the approach outlined by FAR 36.204.� Solicitation/Award Type:�This requirement is being solicited as a 100% Total Small Business set-aside, with the intent to award a Firm-Fixed Price contract. A single award will be made from the solicitation without discussions.� Scope of Work:�This project base bid item includes replacing two high efficiency furnace units, one 4-ton condensing unit, electronic filter systems, and to propose and implement system repairs so that each room or a designated area can have a designated set temperature. The system will be modified to fit the needs of the current building users and optimized to be efficient in doing so. This project optional bid item includes replacing two-unit heaters in the warehouse and replacing the warehouse office AC/Heating unit in kind or approved equivalent. All old warehouse units shall be left in working condition and on site for the government. Background:�The Durango Air Tanker Base has had issues arise with parts of a complicated HVAC system. The two gas powered furnaces have mostly failed as well as issues have begun with one of the older condensing units. This has resulted in temperature control devices being removed or rewired, dampers not working correctly, large zonal heating and cooling differences and general maintenance intervals being missed. The operations room located on the south-east corner of the building (05 in drawings) sees excessive heat due to large windows while the Heli-tack office (16 in drawings) sees fridged cold temperature due to minimal solar exposure. Offices have minimal control of temperature and fluctuate wildly with the outside temperature. These problems need to be resolved to improve working conditions and temperature fluctuations on equipment. The warehouse has minimal issues with heating and cooling, but the units have begun to show signs of age and could be replaced. Base Bid Items:� - Mobilization:�The Contractor is required to move personnel, equipment, material, and incidentals to the project before beginning work at the project site. All project staging locations on site for materials and equipment must be discussed and agreed upon. - Office HVAC System Repairs Remove and replace both condensing natural gas fired furnace units. Units must be at a minimum equivalent to the same BTU/HR input and output and be able to provide enough heating for its designated Zones. Dispose of old units offsite Remove and replace older condensing unit. Unit must match other existing 4 Ton Payne Model PA15NC04800GAAAA or approve equivalent. Dispose of old unit offsite Repair or replace any other failed system components. Propose and implement system repairs so that each room or a designated area can have a designated set temperature. Utilize existing duct work and motorized dampers to make changes to flow patterns or ventilation. Changes can be made to ductwork if deemed necessary. Replacement of some dampers will be necessary. This system must provide heating and cooling adequate to keep a consistent temperature range in each room or designated area. Work with COR and Building Point of Contract to define heating and cooling zones. Remove �comfort ventilator� panels to simplify system controls for building occupants. Work with COR on modifications to the system to achieve the end goal of a functioning efficient low maintenance easy to operate HVAC system. Test and balance the new system. Provide a TAB (Testing, Adjusting and Balancing) report to the COR. Provide training and system maintenance /instruction booklet on the new equipment to maintenance personnel. See Submittals for more information on System Maintenance and Instructions. Optional Bid Items:� Replace both Warehouse Reznor Unit Heaters with in-kind unit:�Units at a minimum must match BTH/HR output and input. Replace one wall mounted AC/Heating unit in Office Space with in-kind unit:�Units at a minimum must match Tonnage and BTU/HR output and input. Leave all three old units on site in current working condition for government. Site Conditions:�The elevation of the site is approximately 6,500 feet above mean sea level. The construction site can experience heavy snowfall and cold temperatures in the winter. Utilities:�Use of Government existing facilities will be permitted without metering and without payment of use charges, as long as facilities are cleaned and maintained in an acceptable condition. At Substantial Completion, restore these facilities to condition existing before initial use. The following are available for use by the contractor: water, electrical power services, and bathrooms. The following are not available: telephone service. The contractor is expected to provide whatever phone service is deemed necessary for the duration of the project. Technical Requirements:�Contractors are expected to provide all necessary management, labor, equipment, and materials for the renovation of the exterior landscape of the visitor center. This includes, but is not limited to, installation of an irrigation system, tree and plant work, construction of compacted aggregate pathways, and rock work. Contractors must visit the site to familiarize with conditions before bidding. All necessary licenses, permits, and compliance with laws are the contractor's responsibility, including liability for damages.� Solicitation:�The solicitation is anticipated to be issued on or after July 2024. Solicitation Documents:�All future information about this acquisition, including amendments, will be distributed solely through this site. The complete solicitation package will be attached and made available only through SAM.gov, https://sam.gov/content/home on or after 15 days of this notice.
